Sovereignty for all peoples across the board. My third conviction is that we must not yield to a divided world. Many describe this rift. Many talk about this rift between the North and the South. We won't be able to tackle any of the challenges our planet faces if we give in to this rift, and it is fueled by double standards, this rift. However, we need the North and the South to reconcile so that they can tackle climate health development challenges. And that's why over the last few years, we've launched many more initiatives. and the African Union. When it came to shoring up economies together with the International Monetary Fund to reform special drawing rights and make progress for African economies. And we held our word $100 billion in special drawing rights allocated to helping African countries. We must stay the course, ensuring that we remain united without pitting anyone against anyone else. That is why it's important that the global health infrastructure must remain intact. We will continue reforming that architecture, but we will never weaken the WHO. We must put the finishing touches on the Pandemics Treaty. Africa CDC should be in a position to combat Ebola ever more effectively. We must be clear sighted as we reform our official development assistance, ODA. We must ensure that our investments exhibit greater solidarity, that they're more effective. This is what we did with the Paris Pact for people and Planet in 2023. Also at the Africa Summit in Nairobi, we also agreed to build a new consensus around investment that stands in solidarity with other states. Countries are allocating funds, and yet the needs of the countries of the global South are growing as well. We need to go faster and go further to help the IMF and the World Bank To be more effective, we must bolster the effectiveness of the instruments at their disposal so that we can mobilize the private sector better, creating guarantee mechanisms to ensure that in emerging economies, middle income countries and developing countries, a more effective response can be mounted to the problems they face. This is the kind of new partnership we must forge in order to ensure that there is no gap, no division, between the North and the South. In a similar vein, this north south partnership requires and will require us to wield our capacity to reopen a dialogue about our common history, our cultural relationships and remembrance. This is what France has tried to do over the last few years, working on the basis of joint scientific works we've instituted a number of bills to ensure that we restitute cultural artifacts in a way, forging a partnership in the name of culture, history and remembrance. And this with a number of countries of the South, for instance, with Ghana and together with all interested parties, all interested partners, we will work on restorative justice reparations. This is a matter of respect, and it is on this respect that the partnership between the North and the South will be built. Moving on global trade, it needs to be more effective and more equitable. This is what we sought to achieve at the G7 meeting France convened, bringing together countries of the South, ensuring that there is common ground, a dialogue going beyond the G7 with China, India, Brazil, South Korea, Kenya the list goes on so that we can improve our collective organization, ensure that we work on rare earth minerals, rare earth metals, critical minerals. As well as other areas. At the end of the day, we must shoulder this responsibility, ensuring that there is no rift between these two blocks. And in a similar fashion, we must not yield on the climate and biodiversity. We've done a great deal over the last few years, ever since the Paris Agreement 11 years ago. The principles are still valid today and must be defended. We must stay the course. But I understand the doubts some harbour on this front. Let us not cede. If we are to defend our planet, defend the climate, defend biodiversity, we need proactive multilateralism and this is what we try to achieve at the One Planet Summit.

Conflicts, geopolitical tensions, declining resources for development and the fragmentation of spaces for dialogue are testing the principles that have guided coexistence among nations. At the same time, democracy faces a twofold challenge the resurgence of authoritarian tendencies that seek to undermine the will of the people, and the spread of organised criminal networks that infiltrate institutions, corrupt justice systems, capture economies and territories, and erode public trust. Transnational organised crime is more than just a threat to public security. It is a direct threat to democracy the rule of law, and the ability of our peoples to freely determine their future. Criminal networks do not recognize borders. They are linked through drug trafficking trafficking in persons, illicit arms trafficking, smuggling, extortion, money laundering, environmental crime and other illicit economies. They exploit institutional weaknesses, inequality, and a lack of opportunities. Wherever the state is weakened, these structures seek to replace it, intimidate it, or bend it to serve private interests. In the face of these realities, the fundamental principles that must guide our collective action have lost none of their relevance. Preserving peace, combating hunger and poverty. Ensuring equal rights and opportunities, strengthening justice, protecting our planet, and consolidating democratic institutions remain shared responsibilities. The Sustainable Development Goals continue to provide an essential roadmap.

Why does a state such as mine believe so strongly in international law? The answer goes for all. When might makes right. It is the smallest states who are the first to be threatened when force is regulated by the law. All of humanity is protected. Sovereign equality between states, honoring commitments, peacefully settling disputes are therefore not abstract concepts. They are our front line of protection. And yours too. With the balance as is set out by the charter between the three pillars peace and security, development and human rights. Nevertheless, this protection is today under assault. Rearmament is accelerating throughout the world. We are seeing the use of force once again as being another political tool for some Trade is breaking down and we are seeing a race to capture critical resources. The private sector is also part of this. Of these power relations. We are now in the era of the geo economy, and this is fertile ground for disinformation, which undermines people's trust in their institutions and leads them to question verifiable facts. Our belief has never been tried to such an extent since 1945 in Ukraine, the Middle East, Sudan, the Sahel in many other places out of the media spotlight. Civilians are paying the price for conflicts which have discarded the most basic rules of humanity. And never, since 1945 has the very legitimacy of states and multilateral bodies such as the UN, been called into question to such an extent. Given this danger, let us recall our mission. In the words of Dag Hammarskjöld, the second Secretary general of the UN.

Over the last decade, wars erupted with devastating consequences and dragged on with despicable cruelty. Civilians were targeted. Human rights trampled. Hunger weaponized. Humanitarians killed. International law cast aside. Geopolitical divides have deepened. Inequalities have intensified. Trust has frayed. The climate crisis went from distant warning to daily reality. And artificial intelligence moved at a speed that has blindsided even those who created it. These are not separate crises. They are chapters of the same story. The story of power. Who has it. Who is denied it. How it is used. And how it is changing. Excellencies, Power is being reshaped in three fundamental ways. First, among States. New centres of economic, political and technological influence have emerged. Second, we are witnessing an extraordinary transfer of power away from governments to a handful of private corporations and individuals. Their reach now extends across politics, economies, information flows, technological development, and the civic space on which societies depend. And, third, humans are increasingly handing over power to machines – with Artificial Intelligence agents going rogue, and lethal autonomous weapons going from science fiction to military reality. Yet our institutions and systems of global governance continue to reflect the power realities and interests of a largely bygone age. That is the defining challenge before us. At the very moment when humanity faces an unprecedented convergence of threats, our mechanisms for collective action are under growing strain. Excellencies, We are clearly moving towards a multipolar world. And that movement is irreversible. But there are different ways that multipolarity can take shape. One possibility is a world of fragmentation and transactionalism. A world of rising tensions and deepening mistrust. Of fractured markets and weakened institutions. Of shrinking cooperation and zero-sum calculations. In many respects, that is the trajectory we are on today. But there is another path. A path towards networked multipolarity. A world built on interdependence – and sustained by a dense web of economic, political, social and technological connections. A world in which multiple centres of influence coexist within a common framework of international law and shared rules. Such a world can help us avoid hegemonic tendencies and what I have called the Great Fracture: The division of the world into two rival blocs with separate economic, technological and security systems. A networked world recognizes that no power can solve today’s challenges alone. Of course, competition will remain a permanent feature of international relations. But competition does not have to mean confrontation. Healthy competition can drive innovation, strengthen resilience, and expand opportunity. But only when it operates within frameworks that preserve stability and enable cooperation where cooperation is indispensable. Building a networked future begins with a recognition, especially by superpowers: That their power isn’t so super. That their power has limits. The events of recent years have made that unmistakably clear. Military power alone cannot secure peace. Economic power alone cannot command stability. And technological power alone cannot guarantee security. A networked multipolar world can create the conditions for more balanced and representative global problem-solving. But it requires a multilateral system centred in the UN that is balanced and representative. Strong, effective institutions that reflect the realities and the progressively changing relative weight of countries and economies in today’s world – not the power arrangements of 80 years ago. Fortunately, we are not starting from scratch. We already have a binding foundation: The Charter of the United Nations. And the principles that give it life. The primacy of international law. Upholding human dignity. And the pursuit of justice in all its dimensions. These are the backbone for the effective, legitimate and responsible exercise of power in the 21st century. Excellencies, It comes down to this: Will we act to ensure that power is governed by law or by force? By cooperation or coercion? By responsibility to young people and future generations or indifference to their fate? Because the defining challenges of our age are not separate from the question of power. They are expressions of it. And they will determine whether we drift deeper into division and instability – or move toward cooperation, justice and collective security. Looking ahead, our future will be shaped by how we address four great tests of power: The power over war and peace. The power that concentrates wealth and drives inequality.

South-South cooperation remains an important complement to ODA. Partnerships among developing countries have enabled us to share expertise, technology, innovation and practical solutions suited to our circumstances. The support of Papua New Guinea, Indonesia, India and our Pacific family embodies the true spirit of South-South solidarity and we value it deeply. We also acknowledge the partnership of multilateral organisations, NGOs and the private sector in supporting development work in Solomon Islands. At home, my government is working hand in hand with churches to build stronger, more inclusive communities. Cooperation and partnership at every level and across borders are critical to nation building, and my government remains fully committed to them. Mr. president, as a small island developing state, our vulnerability remains a fundamental reality. A single natural disaster can erase years of investment and progress and push the nation backwards. The Multidimensional Vulnerability Index captures the special circumstances of SIDS in a way that income measures alone does not. We call on international financial institutions to integrate the MVI into their financing decisions for SIDS without further delay. Mr. president, last year, the world spent more than $3 trillion on its militaries. That is more than 16 times all ODA. In less than 18 days, the world spends more on arms than developed countries provide in a full year of climate finance. In the same year that military spending reached its highest share of global output since 2009, development aid had its steepest fall on record. Bilateral aid to the least developed countries fell by a quarter. This imbalance must be corrected. Redirecting even a small share of this spending would fully capitalize the Pacific Resilience Facility and the Loss and Damage Fund, secure the Green Climate Fund's third replenishment and meet ODA targets.

With regard to the digital revolution and artificial intelligence, Africa is compelled to ask a very defining question: will the age of the AI become another instrument of global inequality, or will it be a catalyst for our collective growth? We must ensure that the Global South leads this technological revolution, rather than remain a helpless spectator.

Honduras exercises sovereignty over the full extent of its national territory. Moreover, it administers its natural resources in accordance with its constitution. The law applies to each and every individual, in all four corners of the country, because without legal security and certainty, and without respect for private property, there can be no peace, development, employment, or investment. The right to development is something that it is the duty of the country's government to ensure for the millions of Honduran people. Honduras makes good on its promises. It honors its agreements and its treaties. These principles are neither selective nor biased. I visited Ukraine three months ago. There I saw a people defending its freedom and fighting for it, in full respect of its territorial integrity and its political independence. I saw a country protecting civilians and working to achieve a lasting peace. Security cannot be imposed by decree. It is something that is built with resources, with training, and with political resolve.

Mr. President, Africa has the youngest population on Earth. That is an extraordinary asset if we invest in it. But what is a demographic dividend today can become a demographic crisis tomorrow if opportunity does not keep pace with aspiration. Youth unemployment remains one of the most urgent challenges of our time. Managing it is a shared responsibility. Botswana calls upon the United Nations Development Programme, the International Labour Organization, and all relevant multilateral institutions to make technology transfer, skills development, and capacity building funded priorities. As we will all agree, the credibility of our multilateral commitments will be properly tested in development finance. When countries have the means to invest in their people, and when international institutions respond effectively to shared threats, trust is strengthened. But when commitments remain out of reach for those who need them most, confidence in the system weakens. Getting these fundamentals right is central to restoring trust, managing transformation, and building a United Nations that delivers for all. The global financial architecture must therefore evolve to reflect the economic realities of the 21st century, including financing demands created by climate change, technological transformation, and the imperative for sustainable development. Developing countries frequently face borrowing costs several times higher than those of wealthier nations because the system was not designed with the circumstances of the Global South in mind. That sustainability is a question of development and fairness. When nations spend more to service debt than invest in education, job creation, or provision of healthcare, trust in the system erodes. Botswana calls upon this assembly and the international financial institutions to pursue reform of global financial governance. This would give developing countries a meaningful voice and provide fair and predictable access to concessional finance. We call upon the United Nations and its financial partners to mobilize private capital through innovative and blended financing agreements that de-risk productive investment in developing economies. This is enlightened fairness and sound economics. Capital should help create opportunity where its impact can be felt. Mr. President, health is where the promise of international solidarity is tested most directly, and Botswana speaks from hard-earned experience.

While we are a few years away from 2030, progress towards attainment of the SDGs is still unimpressive. Given this situation, we need to improve our execution and ensure that every cent invested delivers results. Tanzania remains committed and has made strides in implementing the 2030 Agenda. Tanzania Vision 2050, aim to build an inclusive and competitive economy that ensures quality of life for all. We are investing in our people, productive infrastructure, technology and innovation, while creating greater opportunities for women and young people. Our ambition is to transform economic growth into lasting improvements in people's lives. These ambitions may not be realized if the international financial architecture is not made to work for development. Currently, when developing countries are accelerating progress, they are restricted by high borrowing costs, rising debt burdens, and limited access to affordable longterm finance. Tanzania stresses that improvements must be made to ensure the expansion of concessional financing, mobilization of private investment, improved access to development and climate finance, and giving developing countries a stronger voice in global financial decisionmaking. It is without a doubt that political commitment is paramount in undertaking focused investment. In that respect, Tanzania has made significant strides in reducing maternal and child mortality by expanding facility delivery from 51 per cent in 2015 to 81 per cent in 2022.

Nowhere on earth is a planet warming faster than in Western Europe. But in the Caribbean, part of our kingdom, including the countries of Aruba, Curacao and Sint Maarten the effects of climate change have already been felt for much longer. And the same is true for many of your countries. For too long, the consequences of climate change have been trivialized or simply denied. But after the horrors experienced by Nepal and a long series of forest fires, the truth should be clear to everyone the climate crisis will not just disappear if we pretend it doesn't exist. We are living on borrowed time, and the generations that come after us will pay the price. And if you want to prevail that prevent that, we must commit now to both mitigation and adaptation. And we all know what needs to be done. Countless reports are agreed on that. And we have all the technology we need. Unfortunately, we are making progress. Last year, the electrical vehicle market grew by 20%. Wind power capacity grew by 14% and solar power by more than 30%. And this growth in renewable energy has exceeded even the most optimistic projections from ten years ago. And the challenge now is to accelerate this transition in all sectors and all parts of the world. And at the same time, to reduce carbon emissions and phase out fossil fuels. That is why the Netherlands, jointly with Colombia, organized the world's first conference on transitioning away from fossil fuels. This event in Colombia was attended by 57 countries, and together these countries account for one third of global GDP, one third of energy demand and one fifth of supply. And together we worked to find concrete and practical solutions to take the transition forward. But climate action requires everyone to contribute. In November, we will gather at a cop in Turkey. And I know that many of you don't have high expectations. But in my view, this can only be explained by the pessimistic idea that we are somehow powerless. But that is not true We have the knowledge and we have the technology to combat climate change. And a better world is really within reach. Thanks to our joint efforts on the Sustainable Development Goals, 92% of the world's population now has access to electricity. And since 2015, we have doubled the amount of renewable energy we generate. Child mortality has dropped sharply to because of this axis So climate action can be a catalyst for everyone to work together on solutions that concern us all. And we don't need to reinvent the wheel. A lot of good things are happening already. For decades, the Netherlands has been working with partners around the world to develop climate smart agriculture and future proof water management solutions. And we are keen to share our knowledge and knowhow And we want to learn from what other countries are doing. There are so many great initiatives on the way. But I also know there's much more to be done. The need to accelerate and scale up our efforts is only to clear. And that demands our common commitment. The Netherlands wants to build practical partnerships with other countries, so we are once again making funding available for this purpose. And at the same time, we need to adapt to climate shocks that can no longer be avoided. These adaptations will require major investments, both public and private. Because here too, we cannot do it alone. Today, I call on all countries to stick to these ambitions because one way or another, a climate transition is coming. But we can decide how it unfolds. It can be chaotic, or it can be carefully planned with an inclusive approach and economic benefits for all. Ladies and gentlemen, as I come to the end of my remarks, I have an even stronger sense of what Anne Frank was telling us.

What has changed is the world around it. What has changed, first and foremost is Chile. For the vast swathes of the 90s and until the beginning of the 2000, Chile was a success story and a model for many regions and nations. Our country implemented economic policies that prioritized economic stability, openness to trade, and private investment in the Latin American context in which many nations were facing inflation crises and external debt. Chile distinguished itself because it continued to show fiscal responsibility, display high rates of growth and poverty reduction. What happened then? Chile ground to a halt. Things stagnated. It took bad decisions. Public policies were implemented that increased taxation, regulation and obstacles to entrepreneurship. We also weathered a very difficult juncture. In October 2019, Chile then fell to its knees in our streets. For months, there was an outbreak of violence. Chaos reigned and disorder prevailed. All of that brought consequences. With it, investment plummeted, employment ground to a standstill and homicide levels rose to an extent that Chile had never seen in modern history as a result of the rising tide of organized crime. And that all happened until very recently. Until now. Distinguished. I've come to this forum to tell you that Chile is back, and that is no slogan. It is the very reality of a country that today begins to stride towards development. Our government took office with one conviction. Order does not run counter to freedom. Order is one of the preconditions of freedom. The freedom to walk home worry free and to not be a victim of crime. The freedom to run a business and not be stymied by the action of the state. The freedom to invest and not find ourselves in a situation where the rules of the game are continually changing. We have been in government for six years and we're getting our house in order. Today, Chile is a safer, more competitive country and a nation with far less red tape.

My administration is therefore also focused on ensuring that Colombia grows again. For years, we have discussed how to better distribute what we have. We want to train young people for super intelligence, for robotics, for data science, for agro industry for engineering, and for the new economy. Millions of Colombians are not asking the state to sort out their lives. They're asking the state to give them the opportunity to build those lives. And that is what gives meaning to what I have called the miracle nation. This isn't the name of a government, nor is it a naive promise that our problems will just disappear. No, that's not it. This is the country that we're going to build. It's a country where security allows us to reclaim our territories threatened by terrorism, where trust attracts investment, where investment creates jobs, and where growth leads to better living conditions. It is a schoolteacher in Mompos Bolivar, teaching with the tools of the 21st century. It is a rural farmer in Ubaté Cundinamarca who can now so sell and prosper thanks to his work. It's a. A young woman in Pasto, Narino, preparing to be a part of the future industries This is the miracle nation that we've already started to build. I'm well aware that 47 days is far too little time to change a country, but it is enough time to change the course of a country. And I want Colombia to once again enjoy strong growth. That growth should lead to a job for a young person, a home for a family, timely access to medicines, a harvest that finds a market, and Colombians who, thanks to their own efforts and dedication, can escape poverty. This is our miracle economy, an economy that grows so that people can grow with it Our relationship with the world is also a part of this purpose. Over the last few weeks, we have seen this very tangibly. When friendly countries and international organizations came to our aid following the earthquake. This solidarity makes full sense when it reaches people, when it solves problems, and when it produces results.

In this context Egypt continues to advocate genuine and comprehensive reform of the Security Council in accordance with the Ezulwini Consensus and the Sirte Declaration, particularly to mend the historical injustice suffered by Africa. The imbalance in political representation is matched by another imbalance in the global economy. Developing countries are required to accelerate development, create jobs, finance green transitions and adapt to crises while simultaneously facing growing debt burdens, higher financing costs and a shrinking fiscal space. Therefore, reforming international financial architecture is no longer a luxury but a necessity. We need financial institutions that are more representative and responsive. We need expanded concessional financing, greater mobilisation and lending capacities for multilateral development banks and accelerated debt workout in a fair and effective manner. We need innovative financing tools and a fairer system for assessing countries needs and investment risks, thus enabling the mobilisation of private capital without shifting risks onto the most vulnerable countries. Countries should not be forced to choose between debt servicing and financing, education, health care, food security and essential infrastructure. Development is not charity. It is a right and a shared interest. Investing in development is an investment in global stability and in the ability of states to prevent crises before they become cross-border, humanitarian and security crises.

It must make our societies better. We must not allow further slippage in our pursuit of the Sustainable Development Goals. We must renew our commitment to them, not as an inventory of promises but as a covenant with our peoples and practical blueprint for ensuring the development reaches every citizen. Protects generations yet unborn and creates lasting, inclusive prosperity. One way to arrest the slippage is, as Guyana is doing, to mainstream the goals into our national development strategies, public policies and budgets so that they become embedded in the priorities we set and the resources we commit rather than remaining aspirations. The SDGs must not only guide our ambitions, they must shape our choices and our national priorities in Guyana. We have made significant advances, including universal health care, free education, modern infrastructure, accelerated access to affordable housing, opportunities for full employment, acceleration of financing for small and medium sized enterprises, and digitising service delivery. Mr. president, two years ago, at this very podium, I committed Guyana to provide global leadership on biodiversity. In July 2025, under Guyana's leadership, the Global Biodiversity Alliance was established as an inclusive platform. In just one year, the alliance expanded from 17 to 138 members, bringing together governments. Institutional organisations including the UN development banks, indigenous peoples, local communities, scientists, universities and the private sector. The second conference of the of the Alliance, to be held in October 2026, will begin to mobilise the resources and partnerships to deliver its ambitions. At the same time, we continue to advance our low carbon development strategy, focus on turning forest stewardship and climate action into a new model for sustainable development. Mr. president, as we commence this 81st session, we have the opportunity to build a United Nations that is truly fit for purpose. The crisis confronting multilateralism can become the catalyst for its renewal. The United Nations must not be a monument to the past.

Generations move on. But the institutions and powers created on the pretext of those alleged emergencies remain. And if for a moment we allow ourselves to believe that the lesson had been learned after so many failures, the arrival of artificial intelligence demonstrates quite something else. The printing press, the steam engine, electricity, the internet— every great technological revolution has been accompanied by fears about what it would destroy, particularly jobs. There is no doubt that this is one of the most effective ways of instilling fear in human beings, given the role of work as a means of subsistence. Take the Industrial Revolution as an example. When it began, the world was home to some 800 million human beings. If, in keeping with the Luddites and the perennial pessimists, employment had at best remained constant, then, given that the world's population has since increased more than tenfold, the global employment rate today would be at 90%. That is absurd, something that few of us few seem to have stopped to consider, perhaps except perhaps those of us with a passion for reading Borges, who love his approach for testing an idea by taking it to its logical extreme. Ultimately, these technological advances have not only failed to produce any of the catastrophes, but in addition, all of these ended up bringing an end to what human beings were able to do. Today, we have built machines that are able to carry out tasks that only a few months ago seemed out of our reach. Where we many see a threat, we see a new frontier: artificial intelligence, or superintelligence, as Donald Trump said, can double our productivity in a way that we do not yet comprehend. To invoke Adam Smith, artificial intelligence will be the pin factory of the 21st century, and much more besides. It can transform our economies, our medicine, our education, even the way we govern. That calls for prudence, yes. But prudence doesn't mean fear. Moreover, under no circumstances should fear automatically translate into obedience. Indeed, the dystopian scenarios commonly invoked to instill fear and justify state control make no sense from an economic standpoint. The answer lies with Adam Smith. Artificial intelligence, like the division of labor in the case of the pin factory, is an accelerator of productivity growth. Smith noted, however, that the division of labor is limited by the extent of the market. Growth will therefore be constrained by its counterpart in genuine demand, without fiscal deficits or spurious money creation. But that's not all. Those projects must also be financed, and that should be done with the resources of human beings. That is, their initial endowments and level of wealth, which correspond to the side of the market. Moreover, the purpose of producing more is to achieve a higher level of consumption. Yet the satisfaction generated by consumption increases at a decreasing rate, while the loss of satisfaction involved in surrendering leisure in order to produce more rises disproportionately. Consequently, the point at which the gain from greater consumption is equal to the loss of leisure brings the system to an equilibrium, leaving no room for dystopian terror. That is why, when we hear that the state should control artificial intelligence, we should remember something basic. The state is not an abstract creature. It is made up of people, officials, and bureaucrats. Granting it control over innovation means granting some people, in the best and most naive of cases, the power to limit what everyone else can create. History gives us reason to scrutinize such power carefully. For centuries, fear over tomorrow has been used as an argument for restricting freedoms today, always with the same promise: give us a part of your freedom and we will protect you from this new threat. We will apply a different principle. In the face of uncertainty, we propose determination. In the face of fear, courage. In the face of decline, ambition. And in the face of resignation, we propose optimism. That is why I tell you that when it comes to artificial intelligence, Argentina will stand at the forefront of freedom. We have the critical minerals, the energy, the talent, and the capacity to compete at every link in that value chain. And we want to become the most competitive place in the world in which to develop it, with a cutting-edge legal framework, a commitment not to regulate preemptively, a commitment not to regulate preemptively, limited liability for companies operating with AI agents, and tax incentives. Because artificial intelligence is not geopolitically neutral. The West must lead the development of this technology to ensure that it is consistent with our fundamental libertarian values, namely respect for life, liberty, private property, and the notion of human dignity.

The governance of strategic resources ought to be an issue of peace, development, and global security from now on. The energy transition, the electrification of transport, energy storage, as well as the expansion of digital and AI infrastructure are accelerating demand for copper, cobalt, lithium, nickel, and other critical minerals. As the largest global producer of cobalt and a major copper-producing power, the DRC is at the heart of this transformation. Congolese cobalt is already being used in batteries, power grids, digital equipment, and technologies that are crucial for the decarbonization of the global economy. It would be both unjust and dangerous for added value, jobs, know-how, and technologies to remain concentrated far away from the communities that are making these changes possible. We cannot build a decarbonized economy through blood-stained minerals. And we will not bring about a just transition by reproducing a greenwashed version of our past dependencies. The DRC, therefore, rejects the old model that limits producer countries to crude extraction while processing, research, technology, and the bulk of the profits are concentrated elsewhere. Our ambition is clear. We no longer wish to be simply the basement of the world's economy. We plan to become a workshop, a laboratory, and a sovereign partner. Nous voulons transformer. We'd like to further transform cobalt and copper, process more cobalt and copper on our territory, develop precursors for batteries and industrial components, train our engineers, support our researchers, and include our enterprises in global value chains. We'd like to build, together with our African and international partners, competitive regional businesses that create jobs, skills, and shared prosperity. This ambition, first and foremost, entails taking up our own responsibilities. The DRC is pursuing the modernization of mining governance through the transparency of contracts, extractive revenue, and effective beneficiaries, improving mining registries, the deployment of traceability mechanisms, and the fight against fraud. We're also accelerating the formalization of small-scale mining, the regulation of traders, organization of cooperatives, and by securing exploitation zones. The battle against child labor in mines, in this regard, is a moral and national obligation. Together with the International Labor Organization, UNICEF, and our other partners, we are strengthening our identification, monitoring, and remediation mechanisms, as well as the training of our inspectors, school attendance of children, and economic solutions for their families. Our goal is unambiguous. We need to achieve zero children in the mines. This responsibility is one that lies with the Congolese state, but it also involves businesses, traders, refiners, manufacturers, financial institutions, and destination markets. The real proof of a responsible supply chain is not the electric vehicle sold downstream. It is the child who no longer descends into the mines upstream. That is why the DRC proposes creating, under UN auspices and together with the African Union, as well as producer, processor, and consumer countries, a global framework for just, traceable, and resilient critical mineral value chains. Based upon the sovereignty of producer states, it ought to guarantee traceability of minerals, responsibility of economic actors, protection of workers and communities, as well as a more equitable sharing of added value thanks to local processing and technology transfer. The corridor of Lobito ought to become one of the tools to further this ambition. We commend the commitment of Angola, Zambia, the USA, the European Union, the African Development Bank, financial institutions, and the private sector to promote its implementation. The rehabilitation of railway links, the modernization of infrastructure, the facilitation of exchange and energy investments can connect our territories, reduce logistical costs, and stimulate regional trade. But our vision goes far beyond accelerating the export of our raw materials. A corridor that only shortens the path from the mine to the port only reproduces the past. The corridor of Lobito ought to become a real backbone for regional industrialization, with the support of investors, with the help of whom we hope to build transparent, sustainable, and mutually beneficial partnerships for the well-being of future generations.

The absence of education, health care, decent employment, and the loss of homes and livelihoods to climate change leave communities as vulnerable as conflict itself. Our understanding of security must therefore extend beyond the absence of war to include the conditions that allow people to live with dignity, opportunity and hope. Mr. president, in The Gambia, this understanding has guided our democratic journey from 2017 to date. We have undertaken the difficult work of rebuilding institutions, strengthening the rule of law, expanding access to justice and confronting the legacy of past human rights violations. Our transitional justice process continues through implementation of the recommendation of the Truth, Reconciliation and Reparations Commission. We have strengthened institutional accountability, established the Special Prosecutor's Office to advance investigations and prosecution arising from the TRC process. We are proud of the progress we have made, but we remain conscious that democracy is never a finished project and requires continuous institutional strengthening, adherence to the rule of law, constitutional order, dialogue and consensus building on issues. On the 5th of December 2026, the government people will again exercise their sovereign democratic right to choose their president. This will be another important milestone in our democratic journey, and we need the support of the international community in this regard. Our government is committed to ensuring that the elections are peaceful, transparent, credible and inclusive, and conducted in accordance with our Constitution, national laws and democratic standards. This is the Democratic Party. Government remains committed to pursuing a path in which institutions are strengthened, citizens are heard, differences are resolved peacefully, and democratic gains are consolidated for future generations. Mr. president, on development, the government's recovery focused National Development Plan provides the framework for accelerating our socio economic transformation. We are investing in roads, energy, schools, healthcare, agriculture and digital infrastructure while promoting economic diversification, private sector investment and value addition. We are expanding opportunities for women and young people, improving lives, uncertainty, human capital upon which our future depends. The test of equality does not end with the institutions that govern peace. It extends to the institutions that shape prosperity. The same question confronts us there: Does the international financial system give every nation a fair opportunity to secure the well-being of its citizens? The charter did not conceive development as charity. It pledged social progress, better standards of life, and economic and social advancement for all people. Yet, for too many countries, the resources required to fulfill that promise are being consumed before they can reach their people. Global public debt reached a record $102 trillion in 2024. Developing countries accounted for less than a third of that debt, yet paid about a trillion dollars in interest on debt in that year alone. Put it differently: 46 developing countries now spend more on interest on debt than on classrooms and medicine. Behind these numbers lies a simple reality. The hospital competes with a creditor. The classroom competes with debt service. And too often, the creditor. Debt service is paid fast. And it is our children who inherit the consequences. Today, 251 million children and young people remain out of school. Millions more enter classrooms without teachers, books, meals, and facilities they need to learn. When debt service displaces investment in education, we are not merely balancing budgets. We are transferring the cost of today's financial burden to the next generation of citizens. Kenya has chosen to invest in the next generation. Over the last four years, we have spent an additional $5.3 billion in education, recruited 100,000 additional teachers, built more than 23,000 new classrooms, and we are developing another 1,600 laboratories while expanding support for universities and technical institutions. We do this because education is not consumption. It is the infrastructure of opportunity, productivity, and national transformation that supports global advancement. But national effort can only go so far when the international financial system makes development more expensive. The countries that most need capital frequently pay the highest price to obtain it. Developing countries have recently borrowed at rates two to four times higher on average than developed nations. The question, therefore, is not simply whether finance is available. It is who can access it, at what price, for how long, and under whose assessment of risk. Africa knows the cost of that assessment. Sovereign credit rating shapes perceptions of risk. The interest countries pay, and even the volume of finance available to them. UNDP estimates that subjectivities in credit ratings have cost African countries approximately $75 billion through excessive interest and foregone lending. Risk, ladies and gentlemen, must be measured, but it must also be measured fairly. We cannot build a fair global economy if the nations with the greatest development needs face the highest cost of development finance. A road that is commercially viable should not become unviable merely because it crosses an African border. A power project should not cost more simply because of the passport of the country it is building. Capital must price risk. It must not price prejudice. Reform of the international financial architecture must therefore begin with the cost and availability of capital. The UN charter envisaged multilateral development banks that lend more, lend longer, and mobilize private capital at scale. It further contemplated guarantees and risk-sharing instruments that reduce the cost of viable investments. And we need greater access to long-term and local currency finance so that countries are not forced to build long-term infrastructure with short-term expensive money. And by the way, this is not an argument against responsibility. Governments must also do their part to manage debt prudently, strengthen institutions, prepare pipelines of credible projects, deepen domestic capital markets, honor contracts, and confront corruption without equivocation. A fairer international system requires responsibility on both sides. Reform abroad cannot substitute for accountability at home. Distinguished delegates, Africa does not come to plead. We come with a proposal.

It has never brought war and it will not bring war against another country. It is determined to defend itself and to control its natural resources. It is very important for us to say this. We have chosen transformation that is based on national responsibility, making use of our resources, strengthening our institutions and tangibly improving the living conditions of our citizens. Since the 26th of July 2023, Niger has been continuing its inexorable march towards the total reconquest of its sovereignty under the leadership of the National Council for the safeguarding of the homeland, led by the president, His Excellency the General of the Army, Abdourahamane Tiani, president of the Republic Head of State. This change is a radical break with the policies imposed from outside, which were disconnected from the real needs of the population. It is rooted in the social values of the people of Niger, aware of the challenges that it faces, the government, which I coordinate, has chosen to mobilize the necessary resources to finance agriculture and basic social sectors through funds from voluntary contributions of Nigeriens themselves. In addition to revenues drawn from the exploitation of our mineral and oil resources revenue, which previously the state did not have control over. Mr. president, ladies and gentlemen a few days ago in the night, from the 28th to the 29th of August 2026, after two previous fruitless attempts to attack Diori Hamani International Airport in Niamey, a third attempt which General Tiani said a third attempt at destabilization, led by obscurantist and colonialist forces, targeted our institutions. As in the previous cases, it failed. It failed thanks to the loyalty of our forces, of our defence and security forces and the loyalty of our armed forces. It failed. Thanks to the solidarity of our allies and to the categorical refusal of the Nigerien people to go backwards. Niger emerges from this united and determined. Investigations are underway. The necessary investigations are underway in order to establish the circumstances, who is responsible and the internal and external support linked to this attempt. Following that procedure, Niger reserves the right, in accordance with the United Nations Charter and international law to turn to and have recourse to the competent mechanisms to defend its sovereignty. In this regard, we ask that any concern a Member State may have about their security be examined with haste and impartiality without differentiated treatment. The credibility of our organization Mr. President, also depends on its ability to ensure that the voices of all of its member states are heard. You have a lot of work to do, Mr. President. Niger is not pursuing confrontation with any country. It opens its arms to all partners that wish to build a new relationship based on equality, reciprocity and mutual interest, and shared interest. Excellencies, ladies and gentlemen, for more than half a century, uranium, this miraculous substance, Niger's uranium, has lit the cities of Europe, while our cities have remained in darkness. That injustice is now over. It is at an end. In June 2025, the state of Niger recovered control of SOMAÏR, the Société des mines de l'Aïr. Our resources will now be managed by us and for us and Niger intends to sell its uranium on the international market in full transparency and in strict compliance with its nuclear non-proliferation obligations. You will have heard at some point in the past, Air France say that Niger was intending to use this uranium. When they left our country, they sabotaged all of the material. And Niger has invested some 30 billion of our francs to continue that production. Totally making use of Nigerien workers and experts. Not a single foreigner was involved in that. The current stock belongs to our country. It does not belong to anyone and we will sell it to all those who wish to buy in total transparency, as I have just said. Similarly, in 2024, our country became an exporter of crude oil thanks to the oil pipeline linking Agadem to the Atlantic coast along the African continent, the longest one in the African continent, making Niger one of the continent's fastest growing economies in 2025. That revenue is going into our own security to agriculture, electrification, water and sanitation, education, health, the health of our fellow citizens. And the Solidarity Fund for the safeguarding of the homeland, which is made up of the voluntary contributions of millions of Nigeriens, tells you everything you need to know about a people that has understood that sovereignty has a price and that it is willing to pay it. Ladies and gentlemen, three years after breaking with the old order, progress on the ground is remarkable. Our economy has seen 7% growth in 2026. In 2025, excuse me. Driven above all by oil and agriculture. Inflation, which reached 9.1% in 2024, has fallen to -4.7% thanks to exceptional agricultural production and a targeted reduction of fuel and cement prices. All of the country's riches will be redistributed to benefit our population. The large scale irrigation program initiated by the president of the Republic, has 527 billion CFA francs and aims to ensure that around 22,000 hectares of new irrigated land can be established. The results achieved in this regard are very satisfactory because for the first time in decades, our country has not faced food shortages or had to call upon foreign assistance. Through this program, we intend to halve our grain imports by the end of 2027. Inshallah. On health. We have reduced by 50% the cost of services in public health facilities. Some services are free, for example, childbirth, care for children aged 0 to 5, and dialysis. The assisted birth rate went from 36% in 2022 to 42.5% in 2025, and the rate of prenatal consultations went from 32% to 38.2%. Education is free and mandatory for all children in public schools. What's more, a 20% reduction in school fees in private schools was decided upon in July 2025. These instructions that are contained in the programme for the Refoundation of the Republic 2025 to 2029 make up the reference framework for all of the state's actions in pursuit of the structural transformation of our economy. These results are very encouraging despite the scale of the challenges, because they are our results that we have achieved through our own means and resources. Excellencies, ladies and gentlemen. Three years ago, some people predicted that Niger would collapse under the weight of sanctions and isolation. Today, Niger is standing tall. It is standing tall because its people has refused to bow down. It is standing tall because within the Confederation of Sahel states, it has found a family, solidarity and a family in the full African meaning of the term. It is standing tall because the People's Democratic Republic of Algeria, a kindred and neighboring country, chose to support us with a substantial investment in the exploitation of our natural resources and through constant support for our defense system. With Algeria, we are also engaging in dynamic cooperation in the areas of health, education, energy, water and agriculture. On top of that, there are significant structural projects such as the tripartite gas pipeline and the trans-Saharan Road. Niger is above all standing tall because it has regained possession of its land, what lies beneath the land and of its voice. Mr. president, our country is also standing tall because it is speaking within our shared organisation, the UN and because among its members we count countries with which we have fruitful cooperation based on mutual respect. In this regard, allow me to say that Togo, Turkey, the Kingdom of Morocco, the Russian Federation and the People's Republic of China are among our friends, true friends. On behalf of the president of the Republic, the Head of State I would like to express our gratitude to them. Mr. President. Excellencies, ladies and gentlemen, Niger remains faithful to the values included in its motto fraternity, work and progress, and to the values in the motto of our Confederation one space, one people, one destiny. Our military is the most powerful on earth. Our technology is second to none and we are leading in virtually everything. Our energy is fueling the planet. America is rising. Our nation is growing. Our power is expanding. Our country is doing better than ever before, and our future is very, very bright. Since I took office, we have created more than 1 million new private sector jobs, and more Americans are working today by far than ever before. Last week, it was announced that the poverty rate has reached its lowest level in American history. We lifted 1.5 million Americans out of poverty last year alone. Another record, the African American and Hispanic American poverty rates are at all time lows. Real household incomes for Americans have soared to the highest level in history, 87,000 on average, surpassing the prior record that I set in my first term. From day one, my administration has worked to remove every single unnecessary regulation and obstacle to doing business in America. We passed the largest tax cuts in American history, and as a result, more money is being invested in the United States right now than has ever been invested in any nation, anywhere in the world. U.S. stock markets have set all time records. And that's just in the last 12 months. We've secured commitments for $21 trillion in new investments from all over the planet, compared to less than $1 trillion in four years in the previous administration. Two years ago, our country was dead, and now we have the hottest country anywhere in the world. Before I took office, we had the worst and most dangerous border on earth. And now we have the most secure border in American history. Nobody comes in unless they're invited. Unless they have permission. In the past 16 months, zero illegal aliens have been admitted to the United States. And that's done by some very sophisticated people. It's not done by the Trump administration. Zero. As a result, last year we achieved the largest drop in violent crime ever recorded. The murder rate has plummeted to its lowest level in 125 years. Since the year 1900, I sent our crime busters into Memphis, Tennessee, and New Orleans, Louisiana, and crime in each place went down over 80% and will go down still further. More importantly, when I arrived on January 20th of last year in Washington, D.C., it was riddled with crime. And now crime is down 87% and we're going for 100. Tourism is, if you take a look and I guess a lot of you have been there. Tourism is thriving. Restaurants are bustling, and people are proud of our nation's capital. They're proud like never before. We've invested more money in the United States military in the past 12 months than ever before And this term, it will be $1.5 trillion. We inherited a dark Age of America from the previous administration, and we turned it into the golden age of America. The entire world is being lifted by the wealth, strength, spirit, and momentum of a newly energized and a very powerful United States of America. And just as we moved quickly to address problems we inherited at home, we have acted with decisiveness and speed to reshape the world stage and solve problems that have plagued us for far too long. Every leader in this room and your great leaders, many great leaders.
