Bismillahirrahmanirrahim. A long time. At the outset, I should like to convey to this August Assembly the greetings of His Excellency Ismail Omar Guelleh, president of the Republic of Djibouti. Mr. president, allow me, on behalf of the Republic of Djibouti, to extend my warm congratulations to His Excellency, Mr. Khalilur Rahman of Bangladesh on his election as president of the 81st session of the United Nations General Assembly, and to wish him every success in carrying out his mandate. I would also like to pay tribute to Her Excellency Madam Annalena Baerbock for her leadership during the last session, which marked the 80th anniversary of our organization. The Republic of Djibouti welcomes the choice of the theme for this session Restoring Trust, Managing Transformation: a United Nations that delivers for all.

This theme is particularly relevant in the current international context. We are living through a critical juncture, exacerbated by the proliferation of conflicts, deepening existing crises, and the emergence of new crises with devastating political, economic, humanitarian and security consequences. In the face of these challenges, we must reaffirm the essential mission of the United Nations and strengthen a renewed, more inclusive and more effective multilateralism that takes full account of the interests of all states, large and small. The region that is home to my country also continues to face crises, the consequences of which extend beyond our national borders. Djibouti is following the situation in Yemen with grave concern. We are indeed directly experiencing its effects with the recent arrival in our territory of several thousand people fleeing the violence. This situation is already placing considerable pressure on host communities in the Obock region, as well as on the reception capacity of the Markazi site.

Djibouti alone cannot meet the growing needs for shelter, food and essential services. Therefore, we reiterate our appeal to the international community to step up its support so that we can respond adequately to this influx, which, according to UN estimates, could reach up to 10,000 people. In order to prevent this humanitarian crisis from becoming protracted, we renew our call for de-escalation and for a lasting political solution in Yemen to preserve human life. Turning now to Somalia, we remain fully committed to the Somali people and government in their quest to consolidate peace and stability. The international community must preserve the security gains that have been made, and continue to support the Somali authorities in fully shouldering their responsibilities and protecting their institutions.

In this regard, we recognize the crucial role played by AUSSOM in stabilizing the country, as well as the crucial support provided by the United Nations, particularly through UNSOS. We hope that the international community will stand mobilized so as to enable Somalis to assume lasting responsibility for their security, sovereignty and the preservation of the integrity of their national territory. Turning now to Sudan Djibouti, in its capacity as current chair of IGAD, welcomes the return of that kindred country to full participation in our regional organization, of which is a founding member. We call for de-escalation and the resumption of talks to be prioritized. Only an inclusive political solution that places the Sudanese people at the heart of every initiative will make it possible to restore lasting peace and stability. We also call on foreign actors to refrain from fueling this war through harmful interference. Once again, we extend a hand to our Eritrean neighbour. Djibouti remains convinced that dialogue and negotiation in full respect for international law, represent the only path towards a peaceful and definitive settlement of our border dispute and the return of our prisoners of war, who have been held incommunicado for more than 18 years. The Republic of Djibouti further reaffirms its unwavering solidarity with the Palestinian people and its full support for their legitimate rights, in particular their inalienable right to the establishment of an independent and sovereign state. We reaffirm our commitment to a two state solution based on the 1967 borders, with East Jerusalem as the capital of the State of Palestine, as the path towards a just and lasting peace. We roundly condemn illegal settlement activity, violence committed against civilians, including by Israeli settlers in the West Bank, forced displacement and any policy aimed at altering the demographic and territorial reality of the occupied Palestinian territory. The humanitarian situation in Gaza remains a tragedy, requiring an immediate response from the international community. The protection of civilians must be guaranteed. Humanitarian assistance, must reach those in need without hindrance, and violations of international humanitarian law must cease and be condemned. Djibouti will continue to support efforts to bring an end to the suffering of the Palestinian people, and to ensure that justice, peace and international law prevail. Preserving freedom of navigation in the Red Sea and more particularly through the Bab el Mandeb Strait, is a major geopolitical and economic issue for regional and global stability.

This strategic maritime passage is a vital artery for international trade and any obstruction to free movement of shipping could seriously affect supply chains and energy security. Although Djibouti has observed no disruption to passage through the strait to date, my country's authorities remain particularly watchful with regard to the current tensions affecting the region. Mr. president, the climate emergency is one of the most pressing challenges facing our international community. For Djibouti as an African coastal country, this emergency is indivisible from development.

Rising sea levels pose a direct and growing threat to our populations and ecosystems. Djibouti, like many developing countries, makes only a marginal contribution to global emissions, yet remains particularly exposed to the consequences of climate disruption. This situation highlights a profound injustice. Those countries that have contributed least to climate change are often those that suffer its most severe consequences. We must therefore accelerate the implementation of the Paris Agreement and strengthen our adaptation and resilience efforts, including through resilient coastal infrastructure, better protection for marine and coastal ecosystems, early warning systems, and simplified predictable and equitable access to climate finance. For Djibouti, climate action must not be separated from development. On the contrary, it must help to transform our economies, develop renewable energy, create jobs and open up new opportunities for investment and innovation. And it's in this spirit that the government is working to operationalize the mechanisms provided for under article six of the Paris Agreement through a robust, transparent and credible national framework for carbon markets with a view to mobilising new resources, attracting investment, promoting technology transfer and strengthening national capacities. This transformation however, requires resources.

Developing countries continue to face high financing costs, external vulnerabilities and limited fiscal space. Access to climate finance and reform of the international financial architecture therefore remain essential. In this regard, the Sevilla Commitment represents an important step forward whose commitments must now be translated into tangible results, including through improved access to concessional financing, enhanced debt sustainability and increased mobilisation of public and private capital for development. We must also strengthen South-South and triangular cooperation in order to share technologies, knowledge and solutions tailored to the realities of our countries. Africa must not be viewed solely as a region vulnerable to climate change.

It should be recognised as an actor that is capable of innovating, proposing solutions and contributing to the transformation of the global economy. Beyond climate action, the 2030 agenda remains at the heart of our development vision. Djibouti's economy is demonstrating resilience, driven in particular by port and logistics activities, trade telecommunications, energy and investment. Djibouti intends to consolidate its role as a regional hub while accelerating the diversification of our economy. This ambition can be seen just as recently as this week with the launch of construction work on modern petroleum product storage facilities and transport infrastructure, including oil and gas pipelines in Djibouti linking Djibouti and Ethiopia. These projects illustrate our ambition to achieve energy sovereignty and security, regional integration and economic transformation. But above all, growth should translate into jobs, social progress and opportunities, particularly for women and young people. We are continuing to invest in education, health. And to achieve the Sustainable Development Goals and implement the African Union's Agenda 2063 Both require a collective surge of action.

The climate emergency demands action. Development demands investment and peace and humanitarian crises demand solidarity. The digital transition and artificial intelligence also offer new opportunities to accelerate development and improve the capacities of our states. Their potential, however, will only be fully realised if we are able to bridge the digital divide, facilitate technology sharing and build the capacities of developing countries.

And with that in mind, Djibouti supports the beyond GDP intergovernmental process. This seeks to complement traditional economic indicators with measures that better take into account people's wellbeing, social inclusion and environmental sustainability. Djibouti supports efforts to adapt the UN to contemporary challenges and enhance its effectiveness, but we must make it clear that our organisation does not exist merely to balance the books. Rather, it is here to serve our peoples and to give effect to the decisions that we take together. Any reform should continue to be guided by the mandates established by member States, and should preserve the balance between the three pillars peace and security, development and human rights. As the mandate of the outgoing Secretary General, His Excellency António Guterres draws to a close, I should like on behalf of my president, His Excellency Ismail Omar Guelleh, to express our profound gratitude for his years of service to the UN. We wish him every success and we sincerely thank him for his invaluable contribution to global peace and justice. Finally, we are following very closely the process to identify the most qualified person to serve as the next Secretary General of the UN. That selection must be guided by competence, professional integrity and unequivocal commitment to respect for international law and the ability rigorously to implement the reforms on which member states have collectively agreed.
