The Senior Mining Specialist will lead World Bank Group support to India's National Critical Minerals Mission, providing senior advisory support and team leadership for the implementation of the India Minerals country partnership. The role involves high-level government engagement, policy advice, and coordination across ministries and stakeholders to promote sustainable and inclusive economic development in the mining sector.

Responsibilities

  • Lead WBG support to India’s National Critical Minerals Mission (NCMM), currently delivered through RISE trust‑funded technical assistance and transitioning toward a long‑term, programmatic partnership.
  • Lead a large, Delhi/HQ‑based, multisectoral WBG task team engaging intensively with central ministries, public sector undertakings, state governments, and private sector investors to ensure effective WBG engagement around the NCMM country partnership.
  • Provide expert policy and technical advice to federal and state governments as well as support government of India interagency coordination as needed, including inter-ministerial and center–state considerations.
  • Lead on the development of innovative approaches supporting the WBG’s efforts in India (and adjacent region as needed) to mining sector lending and advisory projects including the development of resilient supply chains for key minerals & metals supported by the WBG.
  • Maintain dialogue and internal relationships with India country management unit and serve as an effective bridge between field-based staff, regional leadership, and colleagues and management in Washington, DC.
  • Work in close collaboration with the Metals and Minerals Solutions and Impact team (KIMSI) to ensure alignment with departmental priorities and the delivery of integrated, cross-cutting results; and collaborate with other IFC led teams, including the Manufacturing and Services team, who focus on the downstream value addition by Original Equipment Manufacturers.
  • Conduct outreach to key stakeholders including delivering presentations to WBG management and staff as well as a range of external audiences.
  • Mentor junior staff.

Requirements

  • Minimum of a master’s degree or higher in a mining related academic background (extractive metallurgy including, ore processing, separation, smelting, refining, primary material production).
  • Additional master’s level degree in finance or project management with demonstrated mining and/or minerals value-chain midstream project transactions experience would be a plus.
  • Minimum of 8 years of relevant professional experience advising Governments at senior levels on economic policy, infrastructure, natural resources, mining, or related strategic sectors. Candidates with 12 or more years of relevant experience are strongly preferred.
  • Significant experience in mining sector and/or minerals value-chain midstream policy, regulation, and institutional reform, ideally combined with exposure to large‑scale mining/value-chain investments and transactions.
  • Demonstrated track record of trusted advisory engagement with top levels of the Governments (including significant experience outside of India) regarding minerals value chain developments, focusing specifically on the processing and refining segment for critical minerals.
  • Strong organizational, analytical, and communication skills, with the ability to manage competing priorities across time zones.
  • Ability to deal sensitively in multicultural environments and build effective working relations with staff.
  • Fluency in English required.
  • Fluency in Hindi would be a plus but is not mandatory.
  • Specific experience regarding processing and refining rare earths, cobalt lithium, copper and/or other critical minerals required for EV battery and magnet manufacturing would be a plus.
  • Extensive experience working with or advising Governments or working with multilateral developments Banks or comparable international institutions on Asia-focused minerals engagements would be a plus.
  • Good understanding of India’s critical minerals landscape, institutional frameworks, and political economy would be a plus.
  • Strong judgment, discretion, and credibility to operate effectively at senior levels.
