See your match score & applyThe Senior Financial Management Specialist will provide oversight and quality assurance on operation-level financial management support for Indonesia and Timor Leste, leading lending operations in Public Financial Management and supporting fiduciary risk management and capacity building in client countries.
Responsibilities
- Assessing the overall adequacy of financial management arrangements and monitoring the FM performance and risks in the pacific lending portfolio
- Providing quality assurance on FM for high risk and complex operations
- Carrying out FM-related risk assessments and proposing appropriate FM arrangements for complex and/or high-risk operations
- Providing implementation support and supervising projects financed by loans and grants
- Monitoring the implementation of risk mitigation measures and contributing inputs to corporate risk reviews as required
- Implementing Bank FM operational systems
- Reviewing unaudited interim financial reports, taking appropriate action on any issues arising from the reviews and recommending actions in case of non-compliance
- Reviewing audit reports, taking appropriate action on any issues arising from the audits and recommending actions in case of non-compliance
- Ensuring compliance with the Bank’s audit and other FM requirements
- Ensuring that the project operations are carried out in accordance with sound financial management practices
- Providing substantive technical inputs to policy and strategic work on the field of FM, providing inputs to country engagement products and policy and technical notes
- Leading the preparation and implementation support for Public Financial Management related lending operations
- Leading analytical work on financial accounting, reporting and accountability issues
- Leading the provision of FM advice and guidance to the country management unit (CMU) and keep them apprised of key fiduciary issues and provide substantive technical input into policy and strategic work related to country engagement products
- Supervising, mentoring and coaching of junior staff and consultants
- Carrying out capacity building activities as part of the Institutions team
- Supporting partner countries in enhancing their fiduciary systems performance and capacity
Requirements
- A qualified professional accountant (CPA, CA, ACCA or equivalent membership of an internationally recognized professional accountancy body)
- A master’s degree in a relevant field (e.g., accounting, public financial management, finance, public policy) or another related field
- At least 8 years of relevant professional experience
- In depth knowledge in the areas of FM risk management
- In depth knowledge and experience of managing integrity risks in operations (fraud and corruption)
- In depth knowledge and experience in supporting the strengthening of accounting, financial reporting and accountability systems in client countries
- Project management knowledge and understanding
- In depth knowledge of Public Financial Management Systems budget cycle including budget preparation, treasury, budget execution, internal controls, accounting and fiscal reporting, internal auditing, external auditing and oversight
- Strong written and verbal communication skills in English
