The Manager, Operational Risk will lead the integrated WBG Operational Risk Team to coordinate the development, implementation, and continuous improvement of operational risk management across all WBG entities. The role involves managing operational risks, corporate insurance, and integrated risk oversight, engaging with internal and external clients, and providing strategic leadership to enhance operational resilience and risk management practices.

Responsibilities

  • Integrate, oversee, manage and deliver the annual operational risk work program for the WBG Business Units including IBRD, IFC, and MIGA.
  • Design and oversee scenario development for all risks that could interrupt business continuity to strengthen institutional resilience.
  • Develop, implement, and complement training and awareness programs for staff on operational risk roles and responsibilities.
  • Ensure operational risk controls and oversight mechanisms for external vendors, suppliers, and third parties providing critical services or products.
  • Oversee operational risk monitoring and prepare quarterly risk reports for senior management and the Board.
  • Establish and monitor KPIs to measure the effectiveness of the operational risk program and report on these metrics.
  • Coordinate and communicate with business partners to ensure timely identification, escalation, and prioritization of operational risks and events.
  • Assist senior management in managing key non-financial risks and proactively highlight emerging risks.
  • Ensure preparedness to identify and respond to operational risk events, focusing on risk prevention and mitigation.
  • Assist the WBG Director as secretariat for the Operational Risk Council and develop governance arrangements around operational risk management.
  • Work closely with business continuity, Data Privacy, and CRO teams to align operational risk reporting with WBG requirements.
  • Advise senior management on responding to control gaps and issues raised by Group Internal Audit, ensuring timely remediation.
  • Develop and implement tools, techniques, processes, and AI solutions to anticipate operational risk events and enhance reporting and analysis.
  • Coordinate with ITS, Treasury, Controllers, and other units to address technology and system risks within the operational risk framework.
  • Monitor and evaluate risk mitigation plans addressing gaps identified through assessments or incident reviews.
  • Coordinate response efforts for significant operational risk events, overseeing root cause analyses and remediation tracking.
  • Review, validate and maintain the corporate insurance portfolio aligned with operational risk exposures and support annual insurance purchase planning.
  • Maintain awareness of industry, regulatory, technology, and control developments related to operational risk management and implement program enhancements.
  • Provide strategic direction for all program elements focusing on timely, high-quality deliverables aligned with WBG risk appetite and priorities.
  • Promote teamwork and collaboration within the team and with business partners, clients, and senior management including external insurance counterparts.
  • Ensure knowledge flow and expertise sharing to provide high-quality client support.
  • Participate in Bank-wide task forces, working groups, and committees on behalf of the WBG Director Operational Risk.
  • Model exemplary WBG leadership values and managerial behaviors.
  • Drive and inspire technical excellence within the team, fostering learning and innovation.
  • Manage and mentor staff to achieve high performance and professional growth.

Requirements

  • Advanced degree (PhD or Master’s degree) in business administration, technology, finance or a relevant field.
  • At least 12 years of experience in operational risk management, integrated risk oversight, systems resilience, or MDB operations.
  • Strong analytical and strategic thinking skills, with the ability to integrate technical risk knowledge into broader operational strategies, policies, and institutional objectives.
  • Demonstrated track record of innovation and implementing positive changes that create value in operational risk management practices, including the development and enhancement of risk frameworks, controls, and governance processes.
  • Strong relationship-building and communication skills, with the ability to act as an effective interlocutor in handling and facilitating business relationships with internal and external stakeholders, including insurers, brokers, regulators, and senior management.
  • Proven project management skills, with demonstrated ability to deliver measurable results in a resource-constrained and matrix-managed environment, managing multiple priorities and deadlines while leading teams to achieve high-quality outcomes.
  • Flexibility and adaptability, with the ability to reassess and re-prioritize based on evolving institutional needs, and willingness to take on new roles and develop expertise across risk disciplines.
  • Excellent written and oral communication skills, including strong presentation abilities and the capacity to convey complex risk topics clearly to diverse audiences including senior management and governance bodies.
  • Professional certifications in risk management are an advantage.
