The Finance & Budget Officer supports budgeting, financial reporting, and monitoring for the Fund for responding to Loss and Damage (FRLD) Secretariat hosted by the World Bank. The role involves managing trust fund financial systems, ensuring policy compliance, optimizing processes, and coordinating with stakeholders including the Board and Budget Committee.

Responsibilities

  • Collect, consolidate, and reconcile budget inputs from across Secretariat units and prepare comprehensive draft budgets for review.
  • Support drafting of the Secretariat’s Workplan aligned with the Administrative budget.
  • Prepare periodic financial reports and statements including monthly and periodic budget execution reports for the Board, Budget Committee, and other stakeholders.
  • Track variances against approved budgets, flag deviations, and maintain up-to-date financial records.
  • Support design, development, and updating of financial and budget dashboards compiling key performance metrics and budget utilization trends.
  • Support setup and maintenance of FRLD Trust Fund financial systems governed by World Bank policies and procedures.
  • Provide day-to-day operational support on financial management of FRLD-managed trust funds including cost planning, fund allocation tracking, performance monitoring, and preparation of financial analyses.
  • Provide operational support on financial and fiduciary management matters ensuring compliance with World Bank policies and procedures.
  • Contribute to evaluation and improvement of financial management processes related to FRLD trust funds to enhance operational efficiency.
  • Support liaison with World Bank units, Trustee, Secretariat divisions, Budget Committee, and other stakeholders on trust fund and financial management matters.
  • Support preparation of Board and Budget Committee documentation on financial planning and budget-related matters including drafting papers, presentations, and technical briefings.
  • Coordinate with Governance and Board Affairs team on decision-making processes including drafting decision text.

Requirements

  • Master's degree in Finance, Accounting, Economics, Business Administration, or a related field.
  • Professional certifications such as CA, ACCA, CPA, or CIMA are considered a strong asset.
  • A minimum of 5 years of progressive experience in financial management, budgeting, or accounting, preferably with exposure to trust funds, climate finance, and/or international development financing in multilateral or complex institutional environments.
  • Solid knowledge of financial management processes, budget preparation and monitoring, and fiduciary responsibilities.
  • Demonstrated experience with financial reporting systems, tools, and dashboards (e.g., SAP, Excel-based models, Power BI, or similar platforms).
  • Proven ability to consolidate financial data from multiple sources, prepare budget drafts, and generate accurate and timely financial reports.
  • Strong attention to detail and analytical skills.
  • Familiarity with World Bank trust fund operations, financial intermediary funds, or similar multilateral fund structures is highly desirable.
  • Familiarity with the work of the Fund for responding to Loss and Damage and the key priorities of the Board will be a plus.
  • Good writing and oral communication skills, including the ability to analyze, synthesize, and present financial information effectively to diverse audiences.
  • Demonstrated ability to work collaboratively in a multicultural, fast-paced environment and to support senior staff in delivering high-quality outputs under tight deadlines.
