See your match score & applyThe ET Consultant will support the Public Financial Management (PFM) Global Program and PFM for Health initiatives within the Governance Global Practice. The role involves leading country implementation of the FinHealth diagnostic toolkit, providing technical assistance and policy dialogue, managing knowledge dissemination, and contributing to the development of PFM tools and trainings.
Responsibilities
- Report to the Practice Manager of the Global Governance WKPGF for technical and human resource matters.
- Build collaborative relationships across the World Bank, including regional and sectoral practices and with key institutions and international partners.
- Contribute approximately 50% of time to the PFM Global Program and 50% to PFM for Health in coordination with Program Managers.
- Lead country implementation of the FinHealth diagnostic in at least 2 countries, including field missions and diagnostic report writing.
- Lead technical assistance and policy dialogue with governments on PFM in health.
- Lead knowledge management and facilitate collaboration and coordination of PFM in health across agencies, including dissemination of the FinHealth toolkit and documentation of lessons learned.
- Design, organize and deliver virtual and in-person trainings, workshops, and events related to FinHealth dissemination and lessons learned from country implementation.
- Contribute to revisions and finalization of the FinHealth diagnostic toolkit, including leading modules and collaborating with experts within and outside the Bank.
Requirements
- Master’s degree in Economics, Financing and/or Public Financing and Administration or equivalent, and a minimum of 8 years of relevant professional experience, or equivalent combination of education and experience.
- Country experience in working on public financial management in social sectors in three or more low and/or middle-income countries including in a client-facing role.
- Health sector specific experience and understanding of health financing is an asset.
- Experience working in or closely with ministries of finance, budget, central bank or local government agencies.
- Experience with disseminating analytical information with multiple stakeholders, leveraging evidence to influence decision-making and fostering improvement in interventions and outcomes.
- Extensive and current knowledge of relevant analytical tools, and technical and administrative functions related to public financial management in social sectors.
- Proven track-record of leading or contributing to analytical work on public financial management relating to social sectors.
- Experience developing and managing a portfolio of work including workplans, timelines, budgets, and reporting on results.
- Ability to coordinate contributions of specialists in other disciplines to complete joint products and foster collaborative work culture.
- Experience in international development or research institutions; experience with World Bank or IMF operations preferred.
- Very good understanding of development partner and World Bank instruments and processes.
- Fluency in English with excellent oral and written communication skills; ability to prepare complex documents and present ideas clearly.
- Ability to carry out World Bank Group missions in French is required; Portuguese is a plus.
- Ability to work independently on multiple tasks and deliver results against ambitious deadlines.
- Adept at developing, supporting and leading work programs within and across teams in multicultural environments.
- Excellent interpersonal and partnership skills, diplomatic acumen, strong client focus, and ability to foster collaborative relationships.
- Experience in coalition building, problem-based approaches, facilitating reform processes, and supporting reform in a flexible manner is strongly preferred.
