The Extended Term Consultant will support the Social Policy engagement in Tunisia focusing on employment, working closely with government counterparts and development partners. The role involves contributing to operational and technical engagements on employment programs and fostering collaboration within the World Bank Group.

Responsibilities

  • Support the Social Policy engagement in Tunisia focusing on the employment agenda.
  • Serve as local focal point on employment under guidance of employment program lead and SP focal point for Tunisia.
  • Interact frequently with government counterparts, private sector, universities, research think-tanks, and development partners.
  • Contribute to and lead parts of operational and technical engagements including public employment services, active labor market programs, labor market information systems, economic inclusion, and international labor mobility projects.
  • Prepare and coordinate mission packages, ISRs, progress reviews, restructuring papers, and RFP processes.
  • Lead dialogue with government counterparts and development partners under guidance of employment lead.
  • Coordinate task teams and operations as needed.
  • Work across Global Practices and foster collaboration with IFC in line with One WBG approach.

Requirements

  • Master’s Degree in Public Policy, Economics, Labor, Public Administration or a closely related field.
  • At least 8 years of experience relevant to employment-related issues, including labor market programs, employment services, economic inclusion, and labor mobility.
  • Experience in private sector development is a plus.
  • Able to identify and assess policy issues and play an active role in dialogue with government and stakeholders.
  • Experience in implementing activities, navigating complex administrations, designing activities, and preparing mission packages, ISRs, progress reviews, restructuring papers, and RFP processes.
  • Knowledge and experience in WBG 5 priority sectors—infrastructure, agribusiness, healthcare, tourism, value-added manufacturing—is a plus.
  • Ability to work with other GPs and IFC to bring a sectorial and private sector lens in the design of SP operations to support jobs.
  • Time management skills to handle multiple tasks, meet deadlines, manage uncertainty, and adjust to changing work programs.
  • Experience in managing complex projects.
  • Demonstrated analytical skills including writing reports, synthesis, and policy notes.
  • Fluency in English and French.
  • Ability to work effectively and independently as a team member and leader in multi-sectoral teams.
