See your match score & applyThe World Bank seeks a qualified national Extended Term Consultant – Energy Specialist to support the Jakarta core energy team in supervising active lending operations, developing new business, and advancing policy and sector dialogue for the Indonesia energy program. The role involves operational, analytical, advisory, and stakeholder engagement tasks within the East Asia and Pacific Energy Practice.
Responsibilities
- Support the preparation of new lending operations, including Investment Project Financing (IPF), Program-for-Results (PforR), and Guarantees, through financial and economic analysis, inputs to institutional design, and support for compliance with World Bank operational policies.
- Liaise with TTLs, broader team members, and reviewers as needed.
- Support supervision of active IBRD-financed operations and co-financed projects, including drafting and reviewing key project documents, preparing mission Aide-Mémoires, drafting Implementation Status and Results Reports (ISRs), tracking project progress, identifying issues requiring attention, and organizing workshops, trainings, and events.
- Support project core teams and coordinate with broader team members, including procurement, safeguards, and financial management colleagues, to monitor internal review processes and help ensure timely responses to client submissions.
- Independently manage follow-up and day-to-day communication with clients at the working level for project operational work and new business development.
- For candidates with an engineering background, support technical review and procurement oversight of projects under preparation and implementation.
- Support business development and funding proposals, including drafting Terms of Reference for feasibility and pre-feasibility studies, and assisting with consultant selection and supervision.
- Support implementation of Technical Assistance; new business development on geothermal, gas and renewables and transmission with PLN, Pertamina, MOI and energy stakeholders, and project supervision.
- Provide inputs to team analytical products and, on occasion, lead defined tasks such as initial draft funding proposals or development of investment plans.
- Support implementation of trust fund-financed analytical and advisory activities, including preparation of Terms of Reference, procurement and management of consultants, progress reports, completion reports, and briefings.
- Support communications with internal and external stakeholders related to Technical Assistance work, including data collection, preparation and review of presentation materials, and logistics support for events, training, and workshops.
- Support dialogue with key government counterparts, including the Ministry of Energy and Mineral Resources (MEMR), Ministry of Finance, and Bappenas, as well as energy sector entities such as PLN, Pertamina, and their subsidiaries, and other related stakeholders through meetings, consultations, and workshops.
- Communicate with client counterparts at the working level on day-to-day follow-up actions, including data provision, procurement, and reporting, and proactively assist in identifying and resolving operational issues affecting Bank-client collaboration.
- Monitor relevant institutional and policy developments in the Indonesian energy sector and support the team in collecting and organizing sector information.
- Support the energy team in preparing briefings, presentations, portfolio summaries, workshop and seminar logistics, knowledge exchange events, communications, and coordination of team publications.
Requirements
- Master’s degree required in engineering, economics, finance, or a closely related discipline.
- Minimum five years of relevant professional experience in the energy sector or a related field.
- Recent graduates with strong academic records and relevant internship or research experience are encouraged to apply.
- Familiarity with the Indonesian energy sector context is an advantage.
- Previous engagement with the Ministry of Energy and Mineral Resources (MEMR), Ministry of Finance (MoF), PLN, or Pertamina will be an advantage.
- Solid analytical skills, including quantitative and data analysis; familiarity with financial or technical modeling is a plus.
- Understanding of energy sector issues, including power systems, energy transition, or utility operations.
- Indonesian nationality and based in Jakarta.
- Demonstrated interest in international development and commitment to results.
- Self-driven, proactive, and able to work with a sense of urgency; demonstrates intellectual curiosity and openness to learning.
- Proven writing and editing skills; ability to communicate complex ideas clearly and concisely.
- Ability to prioritize and manage multiple tasks under tight deadlines.
- Strong teamwork orientation and interpersonal skills; positive, solutions-oriented attitude.
- Professional proficiency in English is required.
