The Technical Officer will provide technical and program management expertise to the Medical Evacuation (MEDEVAC) technical team in Jordan, supporting the scale-up of medical evacuation from Gaza to Jordan. The role involves coordination with health sector partners, ensuring quality health services for critically ill patients, and supporting humanitarian relief efforts within the Gaza response framework.

Responsibilities

  • Provide technical advice and coordinate WHO Country Office activities supporting MEDEVAC.
  • Maintain an overview of the MEDEVAC situation in Jordan and provide technical advice on MEDEVAC & Repatriation issues.
  • Act as the key focal point for MEDEVAC action and project activities, escalating or consulting with the functional line manager as necessary.
  • Ensure programmatic planning, coordination, and timely delivery of technical and administrative tasks by subcontractors as per project work plan.
  • Manage delivery of action by contractors responsible for MEDEVAC ensuring connectivity and complementarity with other actions.
  • Lead coordination of overall project work plan activities with medical evacuation, operations support and logistics teams across locations.
  • Coordinate periodic reviews of programmatic, technical/medical achievements and progress indicators.
  • Analyze and synthesize incoming information and provide regular updates internally and externally.
  • Serve as liaison on MEDEVAC with MoH MEDEVAC focal point, Governmental Authorities, NGOs, and authorities of receiving/transiting member states.
  • Ensure close coordination and communication among all stakeholders involved in MEDEVAC operations and represent WHO position.
  • Implement technical and program recommendations for corrective action to the project.
  • Oversee quality control of subcontractors and funding-related agreements ensuring compliance with WHO policies and donor requirements.
  • Participate in development or update of protocols, SOPs and guidelines for MEDEVAC and repatriation operations.
  • Perform other technical, operational, or incident-specific duties within the WHE portfolio as required.

Requirements

  • First University degree in Medicine.
  • Advanced University degree in Medicine (desirable).
  • A minimum of five years of work experience with international exposure relevant to the position in health sector coordination, with tracked experience in critical patient care and transfers, and MEDEVAC.
  • Experience in designing and implementing MHPSS interventions for affected communities by humanitarian crises emergencies (desirable).
  • Related experience in concept note and proposal writing, log frame, budget development and program implementation, including the management of financial and human resources.
  • Documented experience of operational and technical knowledge within the area of medical evacuations and establishing systems and processes to context due to needs.
  • Previous experience with WHO, other UN agencies, EMTs, health cluster partners, recognized humanitarian organizations or non-governmental organizations and working with national authorities such as MoH and EMS.
  • Related experience in development and implementation of strategies and action plans within WHO and/or UN agencies.
  • Proven skills in health emergency operations and coordination.
  • Excellent knowledge strategic thinking, political and stakeholder analysis, negotiation methods, leadership and development.
  • Knowledge of international governmental collaboration and ability to work with other agencies and development partners in middle and or low-income country settings.
  • Demonstrated knowledge of clinical case management / clinical care activities, and MHPSS with a proven ability to identify and solve technical and any associated operational problems in difficult circumstances.
  • Demonstrated professional writing and oral skills including the development of high-quality reports, oral presentations, and technical/persuasive documents for consideration at the highest level of the Organization.
  • Expert knowledge of English and Arabic.
  • High level of Proficiency in MS Office in particular excellent Excel skills and knowledge of an enterprise/organization resource planning software.
