The Procurement Assistant provides support to the WHO country office in the timely procurement of goods and services, ensuring effectiveness, transparency, and integrity of the procurement process. The role involves managing procurement requests, supplier databases, and assisting in procurement reporting and documentation under supervision.

Responsibilities

  • Participate in the analysis and preparation of goods for procurement for different technical and emergency programmes, ensuring adherence to WHO procurement guidelines and accuracy of information.
  • Initiate local purchase requests using GSM for catalogue and non-catalogue items, monitor status and ensure timely processing and delivery.
  • Draft purchase order amendments with justification and upload supporting documents in ECM.
  • Prepare requests for price estimates for non-catalogue items and assist in procurement decisions.
  • Assist in drafting bid invitations, compiling offers, preparing bid summaries and adjudication reports.
  • Arrange meetings of the Country Procurement Committee, including scheduling and document dissemination.
  • Maintain and update the suppliers' database and complete supplier evaluation forms.
  • Prepare periodic procurement reports and briefings on transaction status for supervisor review.
  • Initiate correspondence to verify data, answer queries, and alert supervisor/technical units of any transaction gaps.
  • Perform other related duties and replace colleagues as required.

Requirements

  • Completion of secondary education, supplemented by training in a field related to the work performed.
  • University degree in business administration, social sciences or a related field is an asset.
  • At least three years' progressive experience in procurement.
  • Relevant experience in the UN system is desirable.
  • Proven knowledge of procurement regulations and procedures.
  • Demonstrated negotiation skills.
  • Very good organizational skills, ability to meet deadlines.
  • Good analytical skills.
  • Expert knowledge of English.
  • Expert knowledge of Arabic.
  • Intermediate knowledge of French is desirable.
  • Very good knowledge of Microsoft applications.
  • Knowledge of ERP/Oracle applications is an asset.
