The consultant will conduct an assessment of the early and intensified diagnosis model for Severe Acute Respiratory Infections (SARIs) piloted in Quang Ninh Province, Viet Nam. The role involves evaluating the effectiveness, impact, and sustainability of the pilot model to support national scale-up efforts.

Responsibilities

  • Review the 2025 implementation report and related project documents of the SARI pilot model in Quang Ninh Province.
  • Develop an evaluation framework and methodology to assess the effectiveness, impact, and sustainability of the pilot model.
  • Design data collection tools including questionnaires, interview guides, and data abstraction forms for healthcare workers and health facilities.
  • Conduct a field assessment covering one provincial hospital and selected sub-regional hospitals within the provincial referral network.
  • Examine the implementation and performance of the pilot model across the referral pathway, focusing on early detection, clinical management, stabilization, and referral of SARI patients.
  • Assess referral practices, clinical status of patients at referral, quality of referral documentation, patient management and outcomes, and overall impact of interventions.
  • Evaluate the effectiveness of the pilot model in improving early diagnosis and clinical management of SARI.
  • Assess the model's sustainability and integration into routine clinical practice.
  • Identify remaining gaps and challenges in SARI diagnosis, referral, and clinical management.
  • Provide recommendations for strengthening implementation and improving patient outcomes.
  • Produce a comprehensive evaluation report on the impact of the 2025 SARI pilot model including training interventions and patient outcomes.

Requirements

  • Advanced university degree in medicine, public health infectious diseases, or another relevant field.
  • Postgraduate training or specialization in infectious diseases is desirable.
  • Minimum 5 years of experience in infectious diseases or emergency medicine, specifically in SARI case management.
  • Demonstrated experience in surveillance or study design, implementation, and evaluation for communicable diseases.
  • Previous work experience with WHO, Ministry of Health and public hospitals in Viet Nam is an advantage.
  • Advanced knowledge in emerging infectious disease, SARI and emergency medicine.
  • Vietnamese native speaker.
  • Fluency in English speaking and writing.
