The consultant will coordinate technical support to the Ministry of Health and other relevant ministries in Malaysia for implementing One Health activities under the Pandemic Fund project. The role involves coordinating implementation and monitoring of One Health activities, facilitating multisectoral coordination, and reporting on project progress.

Responsibilities

  • Coordinate provision of technical support to the Ministry of Health and other relevant ministries in Malaysia for implementation of One Health activities under the Pandemic Fund project.
  • Facilitate effective and timely information sharing as part of Multisource Surveillance across sectors including at the human-animal-environment interface.
  • Develop the ‘MyMSS-Alert’ Guideline for integrated surveillance at the human-animal-environment interface to enhance data-sharing and interoperability across sectors.
  • Operationalize the ‘MyMSS-Alert’ to support risk assessment for decision making and public health action.
  • Strengthen the health emergency workforce through establishment of a One Health Surveillance Training Program (OHSTP) to build workforce capacity for disease detection, risk assessment, and response.
  • Develop and finalize training curriculum for the One Health Surveillance Training Program including trainings of the MyMSS-Alert guideline.
  • Conduct training workshops including training-of-trainers to establish a certified pool of multisectoral trainers.
  • Launch a digital online training access platform.
  • Conduct evaluations of trainings for monitoring and evaluation.
  • Facilitate multisectoral coordination, communication, and operational planning related to One Health activities.
  • Develop communication/visibility products related to the projects in line with reporting guidelines.
  • Coordinate organization of events including launches and publications.
  • Prepare monthly consultancy reports, notes from calls and meetings, and final technical reports with all deliverables.

Requirements

  • University degree in medicine, veterinary medicine, microbiology, pharmacy and/or relevant public health and clinical field.
  • Advanced university degree in medicine, veterinary medicine, microbiology, pharmacy, or public health is desirable.
  • At least 5 years of experience in One Health areas such as surveillance, microbiology/clinical laboratory and/or other fields at national and international level.
  • Experience working with the Ministry of Health Malaysia at national or State level on One Health programmes is desirable.
  • Relevant work experience in WHO, other UN agencies, or relevant nongovernmental organizations is desirable.
  • Advanced skills in office software packages (MS Word, Excel, PowerPoint etc.) and database management.
  • Strong problem-solving skills demonstrated by ability to identify challenges, analyze complex data, build strategic models, and provide recommendations to enhance project outcomes.
  • Excellent communication and interpersonal skills, including effective presentation, report drafting, and strategic presentations.
  • Ability to engage effectively with diverse stakeholders including government agencies, international organizations, and health partners at national, regional, and international levels.
  • Proven ability to work collaboratively in teams, fostering cooperation, developing team members, and promoting a constructive team environment valuing teamwork, innovation, and continuous improvement.
  • Fluent in written and spoken English and Malay.
