See your match score & applyThe consultant will support the Government of Ukraine in implementing evidence-informed health financing reforms by providing technical expertise in health service costing, financial modelling, and health expenditure analysis. The role includes contributing to costing studies, supporting National Health Accounts production, assessing budget implications of cross-border healthcare, and strengthening capacity of national stakeholders.
Responsibilities
- Support mapping of 2024 health expenditure data according to SHA 2011 and contribute to the production of National Health Accounts 2024 by 30 September 2026
- Develop detailed technical instructions for the NHSU on conducting PHC costing studies and calculating the capitation rate by 30 October 2026
- Develop two methodologies for calculating the PMG PHC budget and the AMP budget by 30 November 2026
- Deliver on-the-job training for the NHSU staff on the use of these methodologies by 20 December 2026
- Participate in and provide input during quarterly consultative meetings with the NHSU, MoH and Ministry of Finance on progress on the PHC financing roadmap by 15 December 2026
- Conduct PEMS costing study and develop the cost model by 31 March 2027
- Provide analytical support for the development of policies and implementation arrangements for introducing cross-border health care as part of Ukraine’s EU accession preparations by 31 March 2027, including preparation of analytical products, budget impact and financial analyses, policy recommendations, and technical inputs to support alignment with and implementation of the relevant EU acquis on cross-border health care.
Requirements
- Bachelor's degree in Health Economics, Economics, Public Health, Public Policy, Health Management, Statistics, Social Sciences or another relevant discipline
- Minimum 3 years of experience in collecting, processing and analysing data gathered from health service providers
- Strong experience in cost-accounting methodology
- Experience in developing the methodology for the calculation of medical services related to primary health care and/or other health services
- Experience developing financial models and budget impact analyses using Microsoft Excel
- Experience preparing analytical reports, policy briefs or technical publications
- Experience working with the Ministry of Health, NHSU, or other health sector institutions in Ukraine
- Demonstrated experience in costing health services using internationally recognized costing methodologies, preferably including WHO-supported costing approaches (desirable)
- Good understanding of health financing arrangements and health expenditure patterns in Ukraine (desirable)
- Work experience in/for WHO or another international public health organization (desirable)
- Excellent analytical and quantitative skills
- Advanced Microsoft Excel skills, including development of financial models
- Ability to analyse large health expenditure datasets
- Ability to prepare high-quality technical reports and policy documents
- Strong stakeholder engagement and communication skills
- Ability to manage multiple analytical workstreams simultaneously
- Strong interpersonal skills, ability to work independently without supervision
- Excellent Ukrainian and basic knowledge of English is required.
