The consultant will provide analytical, technical, and implementation support to strengthen health sector capital investment planning, prioritization, and governance in Ukraine. The role involves operationalizing analytical methodologies, supporting implementation of the Health Capital Investment Management System, and coordinating with national stakeholders to ensure evidence-informed investment planning.

Responsibilities

  • Conduct desk reviews of national policies, investment plans, analytical frameworks, legislation, and technical documentation related to health sector capital investment planning and health system recovery.
  • Compile, clean, validate, analyse, and synthesize datasets related to population health needs, provider capacity, health infrastructure, equipment, workforce, service utilization, accessibility, and capital investments.
  • Apply and operationalize analytical methodologies, indicators, and prioritization approaches developed under the WHO capital investment programme using Ukrainian data and institutional processes.
  • Support implementation, testing, validation, and refinement of the Health Capital Investment Management System and Health Sector Investment Prioritization Framework.
  • Prepare technical documentation, analytical summaries, dashboards, maps, presentations, and other materials supporting policy dialogue and implementation.
  • Coordinate technical inputs with the Ministry of Health, the National Health Service of Ukraine, regional authorities, development partners, and software developers.
  • Prepare analytical products supporting investment planning, including investment inventories, service network analyses, provider profiles, portfolio analyses, dashboards, maps, and policy briefs.
  • Coordinate technical data requests and analytical inputs with the Ministry of Health, the National Health Service of Ukraine, regional authorities, technical experts, and development partners.
  • Support technical consultations, workshops, pilot implementation activities, and user testing, documenting implementation experience and recommending technical improvements.
  • Prepare regular technical reports summarizing analytical work, implementation progress, identified challenges, and recommendations for further development of the capital investment programme.

Requirements

  • Bachelor’s degree in economics, public health, health policy, public administration, data science, or another relevant field.
  • At least two years of relevant professional experience in health systems analysis, health economics, health service planning, health information systems, data analytics, capital investment planning, or a related field.
  • Experience compiling, managing, analysing, and interpreting quantitative datasets to support policy or programme decision-making.
  • Experience supporting implementation of analytical frameworks, digital tools, or decision-support systems (desirable).
  • Experience working with provider-level health data, health information systems, or geographic information (desirable).
  • Experience working with or supporting the Ministry of Health of Ukraine, the National Health Service of Ukraine, regional health authorities, or international organizations (desirable).
  • Strong analytical and quantitative skills.
  • Ability to analyze and interpret datasets and translate findings into policy-relevant insights.
  • Strong written communication skills in English and Ukrainian.
  • Ability to work collaboratively in a team and deliver outputs under tight deadlines.
  • Knowledge of Ukraine’s health system and ongoing health sector reforms (desirable).
  • Experience with data analysis and visualization tools (e.g. Excel, R, Python, Power BI, Tableau or similar) (desirable).
  • Experience working with health administrative data or health information systems (desirable).
  • Expert knowledge of English and Ukrainian.
