See your match score & applyThis consultancy provides operational M&E and data management support to the WHO M&E team in the Philippines, contributing to routine monitoring activities, data product development, and analytical workstreams to strengthen evidence-based decision-making and health outcomes tracking.
Responsibilities
- Provide operational M&E support for strategic monitoring and reporting of 60 SDG indicators, 82 provincial data profile datasets, over 400 M&E portal datasets, and PMO datasets.
- Develop data quality control-related mechanisms and framework.
- Assist in routine analysis and updating/structuring of monitoring datasets, including preparation of tables, summaries, and basic analytical outputs for internal use and reporting.
- Submit a complete reproducible code package including scripts, assets, and documentation.
- Conduct consultations with key stakeholders to validate findings and gather contextual insights on LGU data-use practices.
- Draft an analytical report synthesizing findings from DOH/WHO-provided materials such as surveys, interviews, and documents.
- Provide a structured set of recommendations addressing bottlenecks, duplication points, and opportunities to strengthen data-use culture.
- Prepare methodology and analysis plan for target population estimation including assumptions and data inputs.
- Conduct analysis and produce cleaned scripts and outputs for target population estimation.
- Prepare a short technical report summarizing methods, results, limitations, and recommendations.
- Provide support in scheduling, preparation, and coordination of meetings for data group coordination.
- Maintain and update coordination trackers, timelines, and follow-up activity lists.
- Facilitate stakeholder consultations and feedback sessions with DOH, LGUs, and partners as part of coordination.
Requirements
- Advanced degree (master’s or higher) in Biostatistics, Health Statistics, Epidemiology, Public Health, or a closely related quantitative health field.
- Additional formal training in data science, statistical modelling, or health informatics is desirable.
- Coursework or certification in data visualization or advanced analytics is desirable.
- Minimum 5 years of progressively responsible experience in health data analysis, statistical modelling, or epidemiological analytics.
- Demonstrated experience producing decision-ready data products such as factsheets, dashboards, and briefs.
- Proficiency in R or Python or other similar software, plus experience with SQL and data visualization tools.
- Experience working with WHO, UN agencies, or government health programs is desirable.
- Experience applying statistical methods to LGU-level or subnational data is desirable.
- Familiarity with health information systems in the Philippines is desirable.
- Strong analytical and statistical skills.
- Ability to communicate complex results to non-technical audiences.
- Proficiency in reproducible research workflows and data documentation.
- Strong planning and organizational skills.
- Expert knowledge of English (Read/Write/Speak)
