The consultant will provide data analytics support to monitor and evaluate the WHO Viet Nam Country Office Results Framework, including skills and capacity building for WHO staff. The role involves developing data reporting tools, supporting bi-annual and mid-year reporting cycles, and enabling technical project advancement through data analytics and visualization.

Responsibilities

  • Develop and refine a user-friendly, practical Data Reporting Tool for the Results Framework in collaboration with WHO colleagues.
  • Conduct qualitative review and analysis of existing baseline reports and draft Results Report reporting tool.
  • Develop technical specifications and schematic overview of data collection and reporting process flow for results reporting.
  • Create a practical and user-friendly data collection tool using VBA in Excel, PowerApps or similar.
  • Prepare relevant readme files and templates/guides for tool use and maintenance.
  • Organize tool introduction and skills building sessions for WHO staff.
  • Provide analytical support for bi-annual reporting cycles including data quality checks, progress visualization, summary of impact stories, slide presentations, and draft year-end reports.
  • Support preparations and analytics material for collaborative review meetings with WHO staff and MoH counterparts.
  • Support data analytics and simple visualizations for technical project advancement and impact reports aligned to workplans.
  • Review and support data collection for technical projects to maintain timely delivery and adapt to emerging analytics needs.
  • Provide capacity building to technical officers for high quality disaggregated data collection and reporting analytics, mainstreaming gender equality, disability and social inclusion.
  • Develop data analytics including basic data visualization for donor narrative reports.
  • Support technical project and impact reports aligned to WHO-MoH strategic priorities.
  • Provide analytical support for 2027 mid-year reporting cycles including coordination with technical teams, data quality checks, progress visualization, and slide presentations.

Requirements

  • Advanced university degree (master’s) in information management, public health, epidemiology, economics, data science, or related field.
  • Certified training in results-based management and/or project management is desirable.
  • Additional training or certification in related areas is desirable.
  • At least 5 years of relevant experience including preparing epidemiological updates, analytical briefs, dashboards, public health profiles, results frameworks/tools or health information products for public health programme monitoring and evaluation.
  • Experience with WHO or other international agencies in data analytics and/or results framework development, monitoring, and evaluation is desirable.
  • Experience obtained in an international context is desirable.
  • Strong knowledge of epidemiological disease surveillance, health information management, and national standards of medical care.
  • Experience in identification, capture and consolidation of public health metrics across different technical areas to feed into a results framework and/or monitoring and evaluation strategies.
  • Ability to clean, validate, triangulate, analyze, interpret, and communicate surveillance and public health data using standardized indicators, metadata, and data quality checks, including through using genAI tools.
  • Good drafting, synthesis, and visualization skills, with ability to convert health information into concise messages for technical audiences while maintaining confidentiality and responsible data use.
  • Basic working knowledge of Excel, R or similar analytical tools, Microsoft Power BI, and GIS software such as QGIS or ArcGIS.
  • Proficiency and experience applying genAI tools for knowledge management and data analytics.
  • Good organizational, oral and written communication skills including the development of reports and presentations.
  • Expert knowledge of English (Read - Write - Speak).
  • Good knowledge of Vietnamese (Read-Write-Speak).
