The consultant will provide technical expertise to support the development and operationalization of WHO's capital investment prioritization framework for the Ukrainian health sector. This includes developing analytical methodologies, investment prioritization approaches, appraisal frameworks, business requirements, and data integration mechanisms to support evidence-informed capital investment decision-making.

Responsibilities

  • Conduct analytical reviews of international good practices, technical methodologies, and evidence related to health sector capital investment planning, infrastructure planning, investment prioritization, and public investment management.
  • Develop technical methodologies, analytical frameworks, indicators, benchmarks, and assessment criteria to support health sector capital investment planning and prioritization.
  • Design technical approaches for health service needs assessment, provider capacity analysis, investment appraisal, lifecycle costing, recurrent affordability, and portfolio analysis.
  • Develop functional and analytical business requirements for the Health Capital Investment Management System and related decision-support tools, including data integration, validation rules, and interoperability requirements.
  • Collaborate with WHO technical experts, national counterparts, software developers, and development partners to translate analytical methodologies into practical decision-support tools.
  • Support pilot testing, technical validation, and refinement of methodologies and analytical frameworks based on implementation experience and stakeholder feedback.
  • Prepare technical documentation, methodological guidance, analytical reports, presentations, and other technical materials to support implementation and capacity building.
  • Lead the technical development of methodologies supporting health sector investment planning, prioritization, project preparation, appraisal, and portfolio management.
  • Develop analytical frameworks, indicators, scoring methodologies, benchmarks, and technical assessment criteria supporting evidence-based capital investment decision-making.
  • Develop methodologies for analysing population health needs, provider capacity, service availability, accessibility, patient pathways, and future service network requirements to inform investment planning.
  • Develop technical methodologies for investment appraisal, including approaches for lifecycle costing, recurrent expenditure analysis, affordability assessment, value-for-money analysis, and prioritization of health sector investments.
  • Define business requirements and analytical specifications for the Health Capital Investment Management System, including data architecture, functional requirements, interoperability, portfolio analytics, and decision-support functionality.
  • Support testing and validation of analytical methodologies and technical tools through application to selected investment proposals and case studies, incorporating stakeholder feedback and implementation lessons.
  • Prepare technical reports, methodological guidance, analytical documentation, and presentations to support implementation of the capital investment planning framework.
  • Participate in technical consultations, workshops, and coordination meetings with the Ministry of Health, the National Health Service of Ukraine, development partners, international financial institutions, technical experts, and software developers.

Requirements

  • Advanced university degree (Master's or higher) in health economics, economics, public finance, public policy, health policy, public administration, or another relevant discipline.
  • At least 10 years of professional experience in health economics, health financing, health infrastructure planning, health systems analysis, or public investment management.
  • Demonstrated experience supporting hospital network transformation, health service planning, or capital investment planning.
  • Experience developing analytical frameworks, methodologies, or decision-support tools.
  • Experience working with governments or international organizations.
  • Experience with health information systems, GIS, or data analytics (desirable).
  • Experience working with WHO, the World Bank, EIB, EU, or other international organizations (desirable).
  • Experience supporting health sector recovery or reconstruction programmes (desirable).
  • Experience in public investment appraisal or infrastructure planning (desirable).
  • Strong analytical and quantitative skills.
  • Excellent understanding of health financing and hospital network planning.
  • Experience developing indicators and analytical methodologies.
  • Experience translating technical requirements into digital or analytical tools.
  • Excellent report writing and presentation skills.
  • Familiarity with EU public investment management approaches (desirable).
  • Knowledge of health infrastructure planning (desirable).
  • Experience with economic appraisal methodologies (desirable).
  • Knowledge of health information systems and data integration (desirable).
  • Expert knowledge of English.
