See your match score & applyThe WHO Cluster Emergency Preparedness and Response (EPR) in the Democratic Republic of Congo seeks an International Consultant Management and Administration Officer (MGA Officer) to support operational management capacities. The consultant will provide administrative, financial, logistical, and operational support to ensure effective implementation of EPR activities and compliance with WHO management procedures.
Responsibilities
- Ensure administrative follow-up of the Cluster EPR activities.
- Ensure application of administrative procedures in accordance with WHO policies and rules.
- Support planning and monitoring of operational activities.
- Ensure filing and document management of administrative files.
- Provide support to logistics and human resources management.
- Support preparation, monitoring and revision of budgets for emergency projects and interventions.
- Monitor budget execution and report any deviations.
- Prepare required periodic financial reports.
- Ensure compliance with financial procedures and WHO rules.
- Follow up on audit recommendations and corrective actions.
- Contribute to continuous improvement of internal controls.
- Ensure compliance with risk management policies.
- Participate in implementation of emergency preparedness and response operations.
- Provide rapid administrative support during emergency deployments.
- Contribute to production of operational and situation reports.
Requirements
- University degree in Public Administration, Business Management, Economics, Finance or Accounting is essential.
- Master's degree in Public Administration or Management is an asset.
- Minimum five (5) years of relevant experience in administrative and operational management.
- Proven experience in financial, administrative or human resources management.
- Experience in emergency operations or humanitarian programs is highly desirable.
- Previous experience with WHO, United Nations system or an international organization is an advantage.
- Good knowledge of administrative and financial management.
- Good mastery of human resources processes.
- Knowledge of procurement procedures and contract management.
- Excellent organizational and planning skills.
- Ability to work under pressure and meet tight deadlines.
- Ability to manage multiple priorities simultaneously.
- Excellent analytical and problem-solving skills.
- Very good command of MS Office tools (Word, Excel, PowerPoint, Teams and SharePoint).
- Excellent command of French.
- Good knowledge of English.
