See your match score & applyThe national consultant will support the implementation of the international consultant's mission to evaluate and strengthen the national integrated and multisectoral strategic plan for prevention and control of non-communicable diseases (NCDs) in Mauritania. The role involves data analysis, supporting training workshops, advocacy, partnership strengthening, and multisectoral coordination for NCD control.
Responsibilities
- Review and synthesize scientific literature, reference documents, and policy documents on NCD control including risk factors in Mauritania.
- Collect and analyze data on the implementation of the national integrated and multisectoral strategic plan for NCD prevention and control in Mauritania.
- Support the international consultant in preparing and conducting two training workshops: one on WHO/PEN and another on surveillance, monitoring, and evaluation of NCD control programs.
- Accompany the international consultant in advocacy activities, strengthening partnerships, and multisectoral coordination mechanisms for NCD control.
Requirements
- At least one (1) year of relevant professional experience in monitoring and evaluation of public health programs, including data collection, analysis, interpretation, and presentation.
- Demonstrated experience in developing, monitoring, and evaluating strategic plans, policies, or health programs at national or subnational levels.
- Experience working with national health information systems and health data management platforms.
- Experience in non-communicable diseases (NCDs) control, especially in surveillance, risk factor monitoring, and intervention evaluation (desirable).
- Experience collaborating with WHO, UN agencies, government institutions, or technical and financial partners (desirable).
- Experience organizing and facilitating capacity-building workshops on monitoring and evaluation, data management, or performance indicator use (desirable).
- Excellent mastery of concepts, methods, and tools for monitoring and evaluation applied to public health programs.
- Proven ability to develop logical frameworks, results frameworks, monitoring and evaluation plans, and indicator matrices.
- Experience in collecting, validating, analyzing, and interpreting quantitative and qualitative data to guide decision-making.
- Ability to assess data quality, identify performance gaps, and propose evidence-based corrective measures.
- Good knowledge of NCD surveillance approaches, WHO global indicators, and the global NCD monitoring framework.
- Ability to work effectively with multidisciplinary teams and multisectoral partners.
- Ability to facilitate technical workshops, support national capacity building, and ensure skills transfer.
- Excellent communication and collaboration skills with government stakeholders, academia, and development partners.
- Knowledge of WHO global NCD monitoring framework.
- Knowledge of WHO PEN and PEN+.
- Knowledge of WHO STEPwise (STEPS) tool.
- Knowledge of integrated surveillance of NCD risk factors.
- Knowledge of results-based management (RBM).
- Knowledge of health strategic plan evaluation and programmatic reviews.
- Knowledge of Sustainable Development Goals (SDGs), especially target 3.4 related to NCDs.
- Fluent in French (expert level).
- Intermediate level in English (desirable).
