See your match score & applyThe consultant will provide regional technical guidance for sustainably expanding health insurance coverage in the African Region by developing a normative guidance on budget impact analysis to guide benefit packages design and review. The role involves methodology development, testing with country data, and contributing to strategic planning and implementation of effective health financing policies.
Responsibilities
- Develop a Budget Impact Analysis Framework for integrating new services into health insurance schemes and principles for extending coverage to the poor and vulnerable.
- Evaluate current health benefit packages.
- Develop a comprehensive framework for budget impact analysis.
- Develop criteria for the inclusion of new services in health benefit packages.
- Provide technical guidelines for implementing budget impact models.
- Assess the financial implications of expanding covered health services.
- Conduct a mapping of countries in Africa where health insurance schemes and/or Essential packages of services include HIV, TB and Malaria services.
- Provide guidance on key considerations for extending coverage to poor and vulnerable populations and what targeting mechanisms need to be considered.
- Prepare two peer reviewed articles ready for publication: one on the inclusion of HIV, TB and Malaria in health packages across the AFRO region and another on the Budget Impact analysis tool applied to country data.
Requirements
- First university degree in Public Health, Health Economics, or related field.
- Specialized training in health financing and health systems analysis.
- Advanced university degree/qualification in Public Health, Health Economics, or related field is desirable.
- At least five years of experience in health financing and health systems analysis.
- Proven track record in conducting budget impact analysis and evaluating health insurance schemes.
- Experience in developing and testing methodologies in a country-specific context.
- Experience or sound understanding of health economics and financing is desirable.
- Experience in data analysis skills, capacity-building experience, and a track record of research and publications is desirable.
- Regional experience in the African context is desirable.
- Excellent communication skills and multilingual abilities are desirable.
- Demonstrated knowledge of health planning principles and methods, with proven ability to assess health plans and their impact in resource limited countries.
- Ability to summarize technical analyses in clear and accurate reports.
- Excellent communication and presentation skills and ability to write and produce technical documents in a clear and concise manner based on the views of multiple stakeholders and partners.
- Proven interpersonal skills with ability to promote consensus, communicate progress and results, and resolve issues in a proactive manner, while ensuring effective work practices and ethics.
- Diplomacy, tact, and courtesy.
- Expert knowledge of English is essential.
- Intermediate knowledge of French and/or Portuguese is desirable.
