The Administrative Officer supports the Regional Director in ensuring efficient and effective management of the Office of the Regional Director. The role includes providing legal counsel on WHO operations in the African Region, advising on legal implications of strategic decisions, and assisting in the preparation and conduct of high-level meetings.

Responsibilities

  • Provide legal counsel to the Regional Director and senior leadership on matters related to WHO's operations in the African Region.
  • Advise on the legal implications of strategic decisions, partnerships, and regional initiatives.
  • Review official documentation, and provide interpretation of rules and regulations enhancing efficiency and risk mitigation.
  • Assist in the legal preparation and conduct of the WHO Regional Committee and other high-level meetings.
  • Draft and review resolutions, declarations, and procedural documents to ensure compliance with WHO's legal framework.
  • Propose strategies to mitigate legal exposure and ensure compliance with WHO standards.
  • Support the execution of administrative decisions that require legal expertise.
  • Assist the Regional Director in strengthening the capacity of his Office.
  • Perform other related duties as required or instructed, including providing support to other areas of work.

Requirements

  • First University Degree in law, preferably with specialization in international law, public health law, or administrative law.
  • Advanced University degree in law would be an added asset.
  • At least 5 years of professional experience in legal advisory roles, ideally within government, or public health institutions.
  • Experience working in or with African countries or regional bodies is desirable.
  • Ability to multi-task and complete assignments with efficiency, adhering to deadlines and emergency/shifting priorities.
  • Supporting the development of regional legal strategies for public health.
  • Identifying legal risks and proposing mitigation measures.
  • Excellent planning and organizational skills with a confirmed ability to switch priorities at short notice.
  • Ability to act independently and exercise mature judgment.
  • Very good analytical and conceptual skills with ability to think beyond boundaries.
  • Expert knowledge of English.
  • Intermediate knowledge of French.
  • The above language requirements are interchangeable.
