VAM Officer- CST level II

The VAM Officer provides technical and analytical support to WFP Lao PDR’s Research, Assessment and Monitoring Unit, focusing on emergency preparedness, rapid response, climate risk analysis, vulnerability assessment, and evidence-based programme decision-making. The role supports food security and vulnerability assessments and integrates climate and disaster risk data to inform operational action and programme adaptation.

Responsibilities

• Support the planning and implementation of rapid assessments, including pre- and post-shock assessments within emergency timelines in collaboration with relevant partners, the cluster and IASC.
• Contribute to Emergency Food Security Assessments (EFSAs) and other rapid data systems.
• Provide real-time analysis to inform response scale-up, geographic prioritization, and transfer modality decisions.
• Develop early warning triggers that link risk data to programme activation and preparedness actions.
• Contribute to early warning capacity building, including technical assistance in disaster data management, standardized assessment tools and integration of early warning systems.
• Support the design, data collection, analysis, and reporting of Emergency Food Security Assessments (EFSAs).
• Produce analytical reports, dashboards, maps, and briefing products for operational and strategic decision-making.
• Conduct or contribute to climate and disaster risk and vulnerability analysis, including hazard exposure and seasonal shock analysis.
• Provide technical inputs into DRFI discussions with SEADRIF.
• Support the integration of climate data with food security and vulnerability outcomes.
• Identify high-risk geographic areas and population groups based on climate-vulnerability interactions.
• Contribute to analytical tools such as Integrated Context Analysis (ICA), CLEAR, or similar frameworks.
• Provide analytical inputs to targeting criteria, beneficiary prioritization, geographic targeting, and vulnerability mapping.
• Support alignment with targeting standard operating procedures and relevant corporate guidance.
• Contribute to evidence-based programme design, adaptation, and scale-up during shocks.
• Promote the use of innovative tools.
• Perform other related duties as required.

Requirements

• University degree in one or more of the following disciplines: economy, statistics, information technology, environment, social sciences, development studies, climate change, international relations
• At least five years of relevant work experience.
• Work experience in database management and household data analysis.
• Experience in EFSA, climate and vulnerability analysis and experience in food security, vulnerability and livelihood analysis and needs assessments is an asset.
• Experience in advanced quantitative and/or qualitative analytical skills including propensity score matching, t-tests, chi-square tests, regressions, etc.
• Experience in managing complex monitoring and/or evaluation activities spanning a range of policies and programme initiatives in international development or humanitarian contexts.
• In-depth knowledge of monitoring and evaluation methods, metrics, statistical applications and reporting systems.
• In-depth knowledge of results-based management principles and practices.
• Knowledge of UN/WFP corporate accountability frameworks are important.
• Practical knowledge on how data is collected, compiled, analyzed and presented for management decisions and donor reporting in large organization.
• Proven ability to develop quality reports and analyses with minimal direction.
• Proven ability to network effectively with multiple work units.
• Willingness to build capacity of others through formal and informal training processes; ability to facilitate and train different audiences.
• Proficient Knowledge/usage of statistical packages and database management and data visualization tools (SPSS, Stata, Python, R, SAS, Excel, MODA and Tableau).
• Demonstrated ability to present information and ideas and to communicate effectively.
• Track record of producing reports and other communication materials
• Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook).
