Programme Policy Officer - RAM

The Programme Policy Officer will manage and advise on data collection and analysis, coordinate evaluations, and support research projects within the country office. The role involves ensuring quality monitoring and evaluation systems, supporting project management, and strengthening partnerships to improve food assistance programs in Madagascar.

Responsibilities

• Contribute to the development of projects, plans and processes aligned with programme policies and guidelines.
• Provide project management support for specific small to medium scale programmes and projects ensuring coordination and compliance with WFP standards.
• Monitor data collection and tracking systems to maintain rigorous quality standards.
• Conduct research and analyze policy and operational issues to support senior colleagues in policy, programme and activity development.
• Prepare accurate and timely reports on programmes and activities to inform decision-making and ensure consistency of information to stakeholders.
• Collaborate with internal counterparts to ensure effective cooperation and follow-up on ongoing projects.
• Support identification, development and management of potential partnerships to enhance food assistance packages.
• Support capacity building of WFP staff, partners and national government for preparedness and response to food assistance needs.
• Provide guidance to support staff and assist them with analyses and queries.
• Ensure integration of the monitoring and evaluation system within the country office and compliance with WFP procedures and standards.
• Implement monitoring and evaluation plans at field office level in collaboration with RAM unit.
• Ensure data collection and reporting from all programme activities and analyze monitoring data to produce reports and presentations.
• Evaluate data quality and recommend improvements.
• Support design, testing and implementation of tools used by WFP and partners.
• Consolidate existing monitoring databases and propose automation methods for monthly data analysis.
• Prepare and conduct training for surveyors on WFP tools and surveys.
• Develop methodologies and questionnaires for activity monitoring in collaboration with programme sections.
• Coordinate monthly monitoring plans with RAM team and partners and ensure site visits are reported and data uploaded.
• Assist national monitoring officer in baseline, post-distribution monitoring and endline surveys in line with regional and global strategies.
• Develop monitoring and evaluation frameworks for programme activities consistent with overall plans and strategies.
• Ensure information sharing and capacity building of partners for monitoring and evaluation implementation.
• Maintain regular contact with WFP implementing partners to ensure information flow on project activities.
• Coordinate implementation of monitoring plans in compliance with minimum monitoring requirements.
• Follow up on recommendations from evaluations and technical audits within the programme unit at field office level.

Requirements

• Minimum university degree in Social Sciences, statistics, economics, monitoring & evaluation, development economics or related field.
• At least 1 year of experience in monitoring & evaluation.
• Experience in conducting surveys/studies and programming data collection forms.
• Experience using data analysis software such as SPSS, R, Tableau, ODK, etc.
• Experience with WFP or the United Nations system is an asset.
• Excellent command of French (level C).
• Knowledge of English is an asset.
