The Programme Policy Officer (OIM & Communication) will strengthen analytical, strategic, and reporting functions of the WFP Armenia country office. The role ensures operational information supports evidence-based decision-making, programme monitoring, donor reporting, and stakeholder engagement, while leading communication efforts to enhance operational effectiveness and impact.

Responsibilities

  • Support the Head of Programme in programme design, implementation and oversight ensuring effective delivery with focus on results and accountability.
  • Provide project management support to defined projects ensuring coordination with field offices and compliance with WFP standards.
  • Ensure alignment and consistency in data collection, reporting and information management processes across programmes and field offices.
  • Contribute to design and implementation of systems and tools supporting operational information management, performance reporting, and inter-agency information management.
  • Provide technical advice and oversight to integrate OIM and programme policies into established systems ensuring quality, consistency, and standardization.
  • Oversee collation, validation, and dissemination of operational, political, and humanitarian analysis to inform WFP responses and donor engagement.
  • Lead preparation of Annual Country Report and other corporate reporting exercises ensuring coherence and quality of performance information.
  • Collaborate with UN counterparts to ensure consistency in humanitarian information across UN systems such as UN INFO.
  • Enhance capacity of WFP staff, partners, and government counterparts to manage operational information through training and technical guidance.
  • Support Country Office in emergencies by coordinating Operational Task Forces ensuring accurate reporting and dissemination of decisions.
  • Contribute to development and assurance of quality standards in all OIM processes and products.
  • Lead planning, drafting, and dissemination of communications products including press releases, human-interest stories, social media content, and donor visibility materials.
  • Ensure alignment of communications with WFP’s global narrative, donor priorities, and Armenia’s national programme objectives.
  • Oversee monitoring of media and external sources to inform communications strategies and ensure proactive stakeholder engagement.
  • Guarantee adherence to WFP branding and visibility guidelines in all communications outputs.
  • Support staff in developing communications skills including drafting, storytelling, and effective use of digital platforms.

Requirements

  • Advanced university degree in Political Science, Economics, Statistics, Public Health, Information Management or Journalism, Business Management, Social Sciences, or other relevant field.
  • At least seven years of professional experience in designing and implementing information management systems, analytical products and reporting frameworks, communications, knowledge management, programme implementation or related fields.
  • Demonstrated ability to foster partnerships and work effectively with diverse teams.
  • Strong familiarity with the UN humanitarian system; experience in emergency preparedness and response is desirable.
  • Excellent oral and written communication skills for diverse audiences.
  • Strong analytical, planning, communication, and stakeholder engagement skills; knowledge of government structures and humanitarian coordination mechanisms.
  • Proficiency in MS Office (Word, PowerPoint, Excel), data visualization tools (e.g. PowerBI, Tableau).
  • Experience with digital tools, emerging technologies, including the use of AI for data analysis, information management, and reporting.
  • Ability to assimilate a range of information and make basic analyses to support the development of efficient solutions.
  • Ability to deliver high-quality work under pressure and tight deadlines.
  • High capacity for organization and cross-functional coordination, with a high degree of independence.
  • Fluency (level C) in English and Armenian languages. Additional Languages will be desirable.
