See your match score & applyThe Programme Policy Officer (GFA) supports policy and programme activities to meet food assistance needs effectively. The role leads General Food Assistance programmes with digital solutions and operational partnerships, coordinating internally and externally with humanitarian stakeholders and local authorities.
Responsibilities
- Lead the operational aspect of General Food Assistance (GFA) activities through project management support and ensuring compliance with WFP standards and procedures including accountability to affected populations (AAP) and feedback mechanisms.
- Oversee monthly e-Voucher distributions ensuring full implementation through coordination with internal teams and external partners in compliance with organizational control mechanisms.
- Lead the rapid response of General Food Assistance (GFA) activities including pre-positioning and emergency preparedness in coordination with local authorities and partners to respond to emergency needs.
- Support expansion of innovative initiatives like Fresh-Food Corners (FFC) and e-voucher activities in coordination with internal teams, external partners and local authorities.
- Develop sound relationships with key government stakeholders and provide feedback to Head of Programme and management.
- Manage partnerships with General Food Assistance (GFA) Cooperating Partners (CPs), facilitate Field Level Agreement (FLA) process, evaluate performance and raise key issues.
- Support capacity strengthening of CPs, organize workshops to solicit feedback and document lessons learned, provide guidance on WFP operational practices and monitoring tools.
- Sustain and manage Refugees Food Security Committees (RFSC) in camps to ensure participatory approach and improve quality of General Food Assistance and other WFP programmes.
- Act as Community Feedback Mechanism (CFM) Supervisor for General Food Assistance related issues ensuring timely, complete, and high-quality resolutions through the corporate platform (Sugar CRM).
- Mainstream perspectives of AAP, Gender, Protection, and Disability Inclusion into programming to minimize risks for target population.
- As Activity Manager (AM) General Food Assistance, lead and motivate the GFA Operation Team, guide and mentor staff, support on-the-job training and capacity-development.
- Support external and internal missions visiting camps in coordination with local authorities, partners and WFP units.
- Perform any other duty related to General Food Assistance as required.
Requirements
- Completion of Advanced University Degree (Master’s or equivalent) in International Affairs, Economics, Public Health, Agriculture, Environmental Science, Social Sciences or other relevant field to international humanitarian/development assistance.
- Minimum 7 years’ experience in the humanitarian sector in planning, design and implementation of humanitarian or development programmes.
- Experience in planning, design and implementation of humanitarian or development programmes with relevant work experience at the country or implementation level in developing countries.
- Experience in the design, implementation and evaluation of in-kind food, cash and voucher transfers.
- Experience in managing a team and building effective partnerships in humanitarian and development contexts.
- Knowledge of WFP corporate assistance transfer platform, tools and guidelines is an asset.
- Demonstrated experience on community feedback mechanisms to assess programme effects, unintended consequences, accountability, and protection risks.
- Demonstrated experience on cash-based food assistance and use of relevant digital solutions (e.g. building blocks, SCOPE, etc.)
- Fluency in written and spoken English.
