See your match score & applyThe Programme Policy Officer will support the KOICA-funded project by managing external relations, budget and financial oversight, digital agriculture components, project development, and programme implementation in Tajikistan. The role involves coordination with government, donors, partners, and WFP units to ensure alignment with national priorities and WFP strategic objectives.
Responsibilities
- Serve as a key focal point for engagement with government ministries, KOICA, and other external stakeholders for the KOICA-funded project.
- Maintain regular communication with government counterparts and donors to support project implementation and alignment with priorities.
- Coordinate and prepare official correspondence, meeting briefs, presentations, and follow-up actions for meetings.
- Represent WFP in relevant meetings and coordination forums related to the KOICA project.
- Coordinate planning, monitoring and management of the KOICA project budget ensuring alignment with approved budgets and donor agreements.
- Oversee expenditure levels, budget utilization, commitments, payments and financial forecasts, identifying potential issues.
- Coordinate with Budget, Finance, Programme, Field Offices, and partners to facilitate financial processing and accountability.
- Support financial information and analysis for donor reports, budget revisions, and internal decision-making.
- Support review of cooperating partner financial reports and payment requests.
- Maintain financial tracking tools and report financial decisions and issues to management.
- Coordinate and oversee planning and implementation of the digital agriculture component including digital kiosks, mobile and USSD services, and data systems.
- Liaise with government institutions, partners, technology providers and WFP technical units to ensure digital activities are appropriate and aligned with government systems.
- Monitor progress, quality, risks and deliverables of digital service providers and partners, facilitating corrective actions.
- Support development of data governance, system ownership, interoperability, security, and sustainability arrangements.
- Promote accessible digital solutions for young farmers, women, persons with disabilities, and users with limited digital access.
- Lead development of funding opportunities for Phase 2 of the KOICA project including concept notes, budgets, and implementation arrangements.
- Coordinate inputs from technical units, Field Offices, government and partners to ensure proposals are evidence-based and aligned with priorities.
- Support donor engagement, partnership mapping and strategic planning for project continuation and expansion.
- Contribute to development of other funding opportunities for the Resilience and Food Systems portfolio.
- Support planning, implementation, monitoring and operational coordination of the KOICA project and other activities.
- Contribute to preparation of donor, government and internal reports, briefs and presentations ensuring consistency.
- Support coordination with technical teams, Field Offices, partners, government and Country Office units providing technical or capacity support.
- Contribute to knowledge management and ensure cross-cutting considerations such as gender equality, youth engagement, disability inclusion, protection and environmental safeguards are reflected in project implementation.
Requirements
- Advanced university degree in International Development, Development Studies, Project Management, Climate Change, or another field relevant to international development assistance.
- At least six years of professional experience in international development, programme or project management.
- Experience managing international development cooperation projects at the national level, including donor-funded initiatives.
- Experience engaging with government entities, donors and external partners.
- Experience developing concept notes and funding proposals.
- Experience coordinating with cooperating partners, UN agencies or other development organizations.
- Required fluency (level C) in oral and written English and Korean.
