Responsibilities
- Lead the CBT team, providing overall coordination, oversight and capacity building.
- Advance WFP’s approach to CBT programming in Bangladesh, including through cash vouchers for hot meals and other innovative approaches.
- Ensure WFP’s SOPs for CBT processes are comprehensive, up to date to meet corporate requirements, and user oriented.
- Ensure staff and partners have required capacities to deliver CBT programmes including through the development and implementation of training modules, materials, and learning sessions.
- Develop an FSP plan that ensures diversification of providers to address risk and explores multi-channel payment platforms like PlugPay.
- Ensure all CBT business processes are fully adhered to to facilitate monthly planning and payment actions.
- Coordinate the Cash Working Group (CWG) meetings and notes.
- Participate in inter-agency coordination mechanisms including the IA CWG and others as required.
- Perform any other duties related to CBT.
- Coordinate operational and policy decisions with all relevant Units for identity management, data transfers with governments, and data minimization including biometrics.
- Develop guidance on IDM and promote consistent maturity with all Programme Activities.
- Review systems used to support IDM for cash, value voucher, in-kind and commodity voucher operations and identify improvements.
- Coordinate actions to put in place the High-level MoU with the Ministry of Finance enabling WFP access to Single Registry and G2P Payment Platform.
- Develop process flow for identity management processes using Single Registry and related documentation.
- Coordinate capacity strengthening actions towards improving the G2P payment mechanism from the Government of Bangladesh.
Requirements
- Completion of Advanced University Degree (Master’s or equivalent) in International Affairs, Economics, Public Health, Agriculture, Environmental Science, Social Sciences or other relevant field to international humanitarian/development assistance.
- Minimum 5 years’ experience in the humanitarian sector, with at least 4 years in the design, implementation and evaluation of cash-based assistance programmes.
- Experience in planning, design and implementation of humanitarian and development programmes with relevant work experience at the country or implementation level in developing countries.
- Knowledge of WFP procedures in setting up standard operating procedures with financial service providers would be desirable.
- Fluency in written and spoken English.
- Strong technical skills across design, delivery and assurance of cash-based programmes.
- Strong understanding of the theory and application of food security, livelihood and safety net programmes.
- Knowledge of issues related to international development cooperation and humanitarian assistance.
- Knowledge and understanding of UN’s role in development cooperation.
- Good understanding of UN or WFP policies and programming requirements with a working knowledge of Emergency Preparedness and Response, Programme Cycle, Data Assurance and Funds Management.
- Excellent written and oral communications and presentation skills.
- Strong analytical and negotiation skills.
- Ability to establish priorities and to plan, coordinate and monitor own work plan and those under supervision.
- Demonstrated ability to develop and maintain effective work relationships with counterparts and staff in the office, host population, local Government, donors, other cash and vouchers actors, UN agencies, and others.
- Ability to work in a multi-cultural team, and establish an effective working relationship with persons of different national and cultural backgrounds.
