Programme Associate - Monitoring

The Programme Associate - Monitoring supports monitoring and supervision activities of third-party monitoring (TPM) within a specific coverage area and provides reports to support effective implementation of assistance programmes. The role involves assisting in baseline, post-distribution monitoring, outcome and endline surveys, verifying food and non-food item distributions, capacity building of partners, data collection, database management, and reporting.

Responsibilities

• Assist the RAM officer at the sub-office level in piloting and monitoring baseline, post-distribution monitoring outcome and endline surveys or other monitoring surveys in line with regional office and WFP global strategies.
• Verify planned movements and distribution of food and non-food items, resolve common issues and escalate as necessary to ensure quantity and quality of operations meet WFP standards.
• Ensure sharing and capacity building of partners in monitoring and evaluation implementation at various levels.
• Collect information on generic project activity indicators at sub-offices and decentralized WFP field offices.
• Maintain regular contact with WFP implementing partners to ensure information flow on project implementation.
• Conduct critical events such as Post Distribution Monitoring and Beneficiary Contact Monitoring according to the monitoring and evaluation calendar at the sub-office level.
• Manage databases at the sub-office/country office level and maintain and update performance indicator tracking tables.
• Support data provision for report writing at the sub-office level including M&E reports and Annual Country Reports.
• Systematically produce monitoring and evaluation reports for sub-offices (monthly, quarterly, annual reports).
• Supervise monitoring activities and TPM of sub-offices.
• Perform other duties as required.

Requirements

• Minimum completion of secondary education. Possession of a post-secondary certificate in relevant fields such as Social Sciences, statistics, economics, monitoring & evaluation, development economics or related fields is an asset.
• 6 years of experience in data collection on programme results and impacts, conducting quantitative and qualitative analyses, and communicating results to management, partners and other stakeholders.
• Experience using WFP monitoring and evaluation systems and standards.
• Excellent command of French; knowledge of English is an asset.
