Procurement Officer CST II

The Procurement Officer CST II will manage contractual arrangements and coordinate with stakeholders to ensure smooth implementation of Cash Based Transfer (CBT) activities from a procurement perspective. The role includes overseeing procurement of goods and services, supervising national staff, providing technical advice, and deputising for the Head of Procurement Unit in their absence.

Responsibilities

• Provide oversight, guidance, and support for the procurement of goods and services related to CBT Cash Transfer Assistance Programs.
• Contribute towards the development of procurement plans and sourcing strategies, ensuring compliance with WFP policies, standards, and regulations.
• Lead or support procurement projects of moderate complexity (issue tenders, evaluate offers, negotiate/award contracts) to ensure successful procurement of food and non food commodities or services.
• Consolidate and analyse procurement data to inform sourcing strategies, identify trends, and recommend process improvements.
• Collate information and draft responses to audit recommendations, ensuring conformity with compliance rules and WFP standards.
• Identify, develop, and maintain strong relationships with suppliers, vendors, and Financial Service Providers (FSPs) to maximize value and performance.
• Coordinate quarterly contract performance evaluation meetings with contracted FSPs.
• Manage and coordinate relationships with inspection and superintendent firms to ensure quality control, specification conformity, and monitoring of deliveries.
• Work closely with cross functional counterparts and external partners to align procurement activities with wider programmes and promote an integrated supply chain approach.
• Coordinate and prepare accurate and timely reports of procurement activities to enable informed decision making and performance optimization.
• Build capacity of WFP staff and external partners to adopt a strategic and proactive approach to procurement, including delivering training sessions and developing training materials.
• Guide and supervise junior staff, acting as a point of referral and supporting them with complex analysis and queries.
• Contribute to preparedness actions, provide technical recommendations, and act in an assigned emergency response capacity to meet food assistance needs.

Requirements

• Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting, or other relevant field, or First University degree with additional relevant work experience and/or training/courses.
• CIPS certification is mandatory.
• Minimum eight years of relevant professional experience in Procurement.
• Progressive experience in contracting Financial Service Providers, retailers, etc to support Cash based interventions.
• Experience conducting cost analyses.
• Experience in coordinating CBT working group.
• Experience of working in international and multi-cultural environment.
• Experience with food commodity markets, freight markets, and related market intelligence.
• Experience with the new E-tendering platform (COUPA).
• Experience with budgeting, pipelines, and WFP corporate systems.
• Strong knowledge of local and international procurement practice, including contracting of FSP & non-food procurement (goods & services).
• Knowledge of food procurement will be an asset.
• Ability to compile market surveys, feasibility studies or concept notes.
• Capacity to integrate WFP procurement into local market capacity enhancement and programme innovations.
• Proficiency in vendor management, tendering/contracting, commodity/service intelligence, systems/reporting, and ethics/compliance.
• Fluency (level C) in English.
