This consultancy supports Cooperating Partner management cycle in partner selection, payments, contracting, risk management, compliance, digitalisation of processes, and knowledge management. The role involves coordination of budget and programming activities, overseeing payments, and capacity building within the Cooperating Partner Management Unit in Kabul, Afghanistan.

Responsibilities

  • Contribute to the implementation of plans and policies by setting clear goals and coordinating budget and programming activities for Field Level Agreements (FLAs)
  • Review FLAs budgets for accuracy, appropriateness, cost containment/effectiveness and completeness
  • Contribute FLA budgets in WFP’s corporate systems ensuring all supporting documents are available and address comments
  • Support overseeing and processing Cooperating Partners payments in line with corporate guidelines
  • Support preparation of Project Review Committee for call for proposals, analyze ratings and ensure cost effectiveness
  • Analyse FLA/MoU closure activities ensuring timely start and closure of activities and resource transfers
  • Coordinate and consolidate information for weekly/monthly situation reports
  • Participate in meetings with internal stakeholders to discuss operational effectiveness and progress
  • Supervise, guide and coach a small-sized team, providing training and acting as first escalation point for complex queries
  • Represent the unit at meetings/committees/working groups to provide information from budget and resource programming perspective
  • Contribute and develop budget plans for under-performing cooperating partners including trainings and information sessions
  • Support onboarding and use of WFP’s digital tools for partnership management including Partner Connect
  • Perform other relevant duties as required

Requirements

  • Advanced university degree or first level university degree with additional relevant work experiences
  • Fluency in English
  • Proficiency in Windows MS Office (Word, Excel, Powerpoint, Outlook)
  • Behavioural competencies such as Action Management, Client Orientation, Cognitive Capacity, Innovation, Partnering and Teamwork
  • Exposure to the international arena either by direct work for an international institution/organization or by interacting with international stakeholders
  • Willingness to be mobile to different locations including hardship duty stations
  • Experience in budget and programming activities related to Cooperating Partners
  • Experience in managing partner payments and compliance with corporate guidelines
  • Experience in supervising and coaching small teams
  • Experience with digital tools for partnership management such as Partner Connect
