ETC Coordinator

The ETC Coordinator supports the strategic planning and implementation of regional Emergency Telecommunications (ETC) preparedness, response, and recovery initiatives across the Pacific. The role involves managing projects, providing technical advice on emergency telecommunications solutions, supporting capacity development, and coordinating with partners and stakeholders to enhance ETC capabilities in Pacific Island Countries and Territories.

Responsibilities

• Support the strategic planning and implementation of regional ETC preparedness, response and recovery initiatives across the Pacific.
• Manage assigned projects and portfolios, workstreams or country engagements, ensuring effective planning, stakeholder engagement, and delivery of outputs.
• Provide senior technical support and advice on emergency telecommunications solutions including satellite communications, radio networks, and connectivity services.
• Contribute to ICT capacity assessments and technical missions to enhance national infrastructure and preparedness capacities.
• Support design and delivery of capacity development initiatives such as trainings, workshops, and simulation exercises.
• Contribute to resource mobilization and programme development including proposals and donor reporting.
• Support emergency response operations and deployments, providing coordination and technical assistance.
• Support data capture, consolidation and analysis for monitoring and evaluation and reporting.
• Act as focal point for Early Warning Systems and represent WFP at national, regional and global fora.
• Contribute to coordination and partnership engagement with governments, regional organizations, UN agencies, NGOs, and private sector partners.
• Serve as Deputy to the Pacific ETC Coordinator and represent ETC activities as required.
• Perform other related duties as required.

Requirements

• Support the strategic planning and implementation of regional ETC preparedness, response and recovery initiatives across the Pacific, contributing to the design and delivery of multi-country programmes.
• Manage assigned projects and portfolios, workstreams or country engagements, ensuring effective planning, stakeholder engagement, and delivery of outputs, while maintaining close coordination with the Pacific ETC Coordinator and liaising with WFP senior management and global counterparts as required.
• Provide senior technical support and advice on emergency telecommunications solutions – including satellite communications, radio networks, and connectivity services- to partners and government stakeholders.
• Contribute to the planning and implementation of ICT capacity assessments and technical missions, supporting the development of recommendations to enhance national infrastructure, coordination mechanisms, and preparedness capacities.
• Support the design and delivery of capacity development initiatives, including trainings, workshops, and simulation exercises, promoting sustainable and locally driven ETC capabilities across Pacific Island Countries and Territories.
• Contribute to resource mobilization and programme development efforts, including inputs to proposals, donor reporting, and strategic positioning of ETC activities in the region.
• Support emergency response operations and deployments, providing coordination and/or technical assistance to government-led responses, and assuming delegated responsibilities as required during surge operations.
• Support the systematic capture, consolidation and analysis of programme and project data across ETC initiatives, ensuring timely and accurate inputs into monitoring and evaluation (M&E) frameworks, donor reporting requirements, and internal reporting processes.
• Work closely with M&E, Information Management, Project Management and other relevant functions to strengthen data quality, coherence and evidence-based reporting across the Pacific portfolio.
• Act as focal point for Early Warning Systems (EWS), including the Early Warnings for All (EW4All) initiative, coordinating with relevant stakeholders and representing WFP and the Pacific ETC at national, regional and global fora to support the strengthening of multi-hazard early warning and preparedness capacities across the Pacific.
• Contribute to effective coordination and partnership engagement with governments, regional organizations, UN agencies, NGOs, and private sector partners, supporting alignment and interoperability of ETC interventions across the Pacific.
• Serve as Deputy to the Pacific ETC Coordinator, providing substantive support in the coordination and representation of ETC activities, and assuming delegated responsibilities as required, including representation at regional and global fora in their absence.
