CSP Mid-term review Consultant

The CSP Mid-term review Consultant will conduct a participatory exercise to assess the performance of the WFP Country Strategic Plan (CSP) in Bhutan for the period 2024-2028. The consultant will facilitate the review process, analyze implementation and results, and provide recommendations and an action plan to support operational decision-making and adjustments to ongoing programmes.

Responsibilities

• Facilitate the mid-term review process of the Bhutan Country Strategic Plan (CSP) 2024–2028 in line with the established terms of reference.
• Conduct desk review of key documents including CSP, results framework, monitoring data, and government policy documents.
• Map stakeholders and develop an inception report including methodology, tools, and detailed workplan.
• Collect data through key informant interviews, focus group discussions, and field visits as feasible.
• Synthesize and analyze findings from qualitative and quantitative data.
• Conduct internal debrief with WFP Country Office and validation workshop with key stakeholders.
• Draft the mid-term review report incorporating feedback from stakeholders.
• Facilitate the development of a Management Response and Action Plan to translate recommendations into clear, time-bound actions.
• Assess the relevance, efficiency, and effectiveness of CSP activities and outcomes.
• Review donor contributions, funding modalities, and partnership arrangements.
• Identify good practices, gaps, risks, and lessons learned to improve programme implementation.
• Ensure the review addresses gender equality, disability, age, and protection considerations.
• Provide clear statements on data limitations and implications for the review scope and utility.

Requirements

• Short term consultant (International- Level II) contract type.
• Experience in conducting mid-term reviews or evaluations of development programmes, preferably in the humanitarian or food security sector.
• Ability to facilitate participatory review processes involving multiple stakeholders including government, donors, UN agencies, and private sector partners.
• Knowledge of Bhutan's socio-economic context, including challenges related to malnutrition, agriculture, climate change, and social protection.
• Experience with data collection, analysis, and triangulation of qualitative and quantitative data.
• Ability to produce clear, actionable reports and facilitate management response and action planning.
• Strong communication and stakeholder engagement skills.
• Experience with WFP or similar UN agency programming is desirable.
• Familiarity with Sustainable Development Goals, especially zero hunger and nutrition-related targets.
• Ability to assess institutional arrangements and partnership models.
• Capacity to identify lessons learned, gaps, and risks in programme implementation.
• Experience in gender equality, disability inclusion, and protection considerations in programme evaluations.
