Chargé(e) des politiques de programme (Responsable de l'Activité 1) - NOA

The position is based in the Programme unit of the WFP Country Office in the Republic of Congo, Brazzaville. The incumbent manages and coordinates Activity 1 to ensure timely and appropriate food and nutrition assistance to crisis-affected and food insecure populations, while strengthening national systems for shock preparedness, response, and social protection in line with WFP policies and the country strategic plan.

Responsibilities

• Coordinate planning, implementation, monitoring and periodic review of Activity 1 ensuring alignment with the country strategic plan, approved budgets, results frameworks and WFP programme standards.
• Coordinate emergency preparedness and response at the country office level and represent or support WFP participation in relevant UN coordination mechanisms in consultation with the Programme Officer.
• Liaise with the regional bureau and headquarters emergency teams on country emergency profile analysis, preparedness measures, operational readiness, risk management and capacity strengthening.
• Support strengthening of national early warning systems and implementation of anticipatory action approaches including contingency plans, trigger protocols, risk-informed decision-making and anticipatory financing mechanisms to mitigate predictable shocks and disasters.
• Prepare and review concept notes, programme strategies, operational plans and project proposals contributing to emergency preparedness, response, recovery and resource mobilization.
• Analyze food security, early warning and operational information; provide timely updates and practical recommendations to WFP management, government and UN stakeholders.
• Coordinate implementation of the joint work plan with the ministry responsible for social affairs and humanitarian action ensuring preparedness and response measures contribute to agreed life-saving objectives.
• Design, coordinate and monitor shock response and recovery programmes including post-flood and other crisis-related interventions using the most appropriate food or cash transfer modalities.
• Support government in design, development, harmonization and operationalization of adaptive and shock-responsive social protection systems including the Unified Social Registry (USR) and promote interoperability with WFP platforms such as SCOPE to improve identification, targeting and assistance of vulnerable populations and ensure effective crisis and emergency responses.
• Support development, coordination and harmonization of cash-based transfer programmes and social assistance mechanisms with national policies and government systems promoting efficiency, scalability, interoperability and sustainable government ownership of social protection interventions.
• Maintain strong monitoring, data quality control and reporting arrangements for Activity 1; identify implementation bottlenecks, report risks at appropriate levels and ensure follow-up on corrective actions.
• Ensure close coordination with Programme, RAM, Supply Chain, Finance, Security and Technology units and field teams so operational decisions are timely, feasible and compliant with WFP procedures.
• Establish and maintain effective working relationships with government institutions, UN entities, donors, civil society organizations and communities to foster coherent and accountable assistance.
• Strengthen capacities of government institutions and partners on adaptive social protection, cash-based programming, disaster risk management, emergency preparedness and anticipatory action; provide daily guidance to Activity 1 staff; and foster effective coordination, policy dialogue and harmonization among government entities, UN agencies, development partners and humanitarian actors.
• Ensure integration of gender equality, age considerations, disability inclusion, nutrition, protection, accountability to affected populations and conflict sensitivity throughout the programme cycle; perform other duties as required.

Requirements

• Advanced university degree in international relations, economics, nutrition/health, agriculture, environmental sciences, social sciences, public policy, disaster risk management or other relevant field for international development assistance; or first-level university degree with two additional years of relevant professional experience and/or advanced training.
• At least one year of relevant professional experience with an advanced university degree, or three years with a first-level university degree, in programme management, emergency preparedness and response, food assistance, social protection or related field.
• Proven experience in emergency preparedness and response, early warning, shock-responsive programming or social protection.
• Good knowledge of food and cash assistance and proficiency in digital beneficiary or transfer management tools; experience with SCOPE is an asset.
• Strong coordination skills and experience collaborating with government counterparts, UN entities and technical working groups.
• Ability to translate analyses into concise operational recommendations, quality reports, concept notes and funding proposals.
• Ability to supervise staff, manage competing priorities and undertake field missions in the Republic of Congo as needed.
• Fluency in French (level C) and intermediate knowledge of English (level B).
