Telecommunications/ Network Engineer - Internally for UNRWA staff only, 15

The incumbent is responsible for managing and implementing HQ/Field Infrastructure Networking and Telecommunications services including design, deployment, monitoring, and operation in line with Agency policies. Provides technical support and recommendations on network infrastructure and keeps abreast of latest telecommunication technologies.

Responsibilities

• Manages and implements HQ/Field Infrastructure Networking and Telecommunications services in terms of designing, deploying, monitoring, operating and documenting adequate and reliable service, in line with established Agency Infrastructure Strategy, policies and technical instructions.
• Responsible for implementing and administering all operational tasks of the systems required for delivering the HQ/Field infrastructure networking services, including LAN and WAN Switches and Routers, WAN Bandwidth Hardware/Software Monitoring Tools, Satellite wide area network Data & Voice Connectivity, Converged Data, Voice and Video IP Connectivity, SD-WAN technologies and high-availability of network devices, Cloud networking, and Wi-Fi solutions.
• Provides first level infrastructure technical support to the HQ/Field staff on issues related to LAN/VLAN, WAN, hardware, software, PSTN, MPLS, IP, SD-WAN, Wi-Fi solution, and VPN; makes necessary technical changes because of support issues.
• Monitors network performance, system availability, and reliability (MRTG).
• Provides input on projected and new telecom and network infrastructure hardware, software and licenses capacity requirements; participates in implementation design plans, tests and rolling out.
• Introduces configuration changes with minimal disruption including applying OS updates, modifying device configuration, adding new devices for new sites, processing scripts used to administer devices, changing IP Schema and Routing Configurations, configuring VPN connectivity, VLANs, and Bandwidth Quality of Service (QoS).
• Advises, contributes and provides recommendations on Infrastructure hardware, software and licenses systems and policies.
• Keeps abreast of latest telecommunication technology developments and Cloud services impacting telecommunication; makes relevant recommendations.
• Performs other duties as may be assigned by the supervisor.

Requirements

• A university degree from an accredited educational institution in telecommunications, computer or electrical engineering or other related discipline.
• At least Five years of progressively responsible and relevant professional experience in telecommunications network systems, is required.
• Knowledge and experience in Cisco or Juniper (Switches, Routers and Wireless) systems including centralized monitoring and management in large scale, high availability environments, is required.
• Knowledge and experience of large-scale LAN/WAN switching and routing implementation and operation, is required.
• Knowledge of IoT and BYOD, is required.
• Experience in installing and maintaining secure network communications (VPN), firewalls, intrusion detection/prevention systems and secure remote authentication solutions, is required.
• Knowledge and experience with bandwidth management tools and techniques, is required.

• Desirable qualification: CISCO Certified Network Associate (CCNA) certification or Juniper Networks certified associate (JNCIA) / or equivalent.
• Desirable qualification: CISCO Certified Network Professional (CCNP) certification.
• Desirable qualification: Technical Training in Microsoft Azure network engineer associate.
• Desirable qualification: Technical Training in Juniper Networks certified associate (JNCIA).
• Desirable qualification: Technical Training in CompTIA Network.
• Desirable qualification: Technical training in Very Small Aperture Terminal (VSAT), Private Automated Branch Exchange (PABX), Voice-Over-Internet Protocol (VOIP) Systems and Unified communication.
• Desirable qualification: Knowledge and experience of high availability, SLAs, change management as defined by Information Technology Infrastructure Library (ITIL) with emphasis on principals of Microsoft Operations Framework (MOF).
• Desirable qualification: ITIL training or certification.
• Desirable qualification: Knowledge of UNRWA’s operations and computer facilities environment.
