The Recruitment Officer manages day-to-day recruitment operations including vacancy advertisement, screening, interview preparation, and recruitment reporting. The role supervises staff and advises on recruitment policies and plans within the Human Resources Career Management Division at UNRWA West Bank Field Office.

Responsibilities

  • Manage day-to-day recruitment services and activities including vacancy advertisement revision, production of advertisement materials, preparation of technical tests, and monitoring application screening processes.
  • Advise the Human Resources Career Management Officer (HRCMO) on recruitment matters and raise discrepancies with concerned departments.
  • Prepare for interviews, ensure recruitment aligns with the overall recruitment plan and gender perspectives, participate in interview panels, and complete interview reports for local recruitment.
  • Initiate contact with job applicants and provide guidance and feedback on recruitment processes and employment with the Agency.
  • Assist in developing the annual Field recruitment plan and contribute to refining recruitment guidelines and selection procedures.
  • Produce periodic statistical reports on recruitment activities including data on rosters, new incumbent profiles, and shortlisted candidates.
  • Liaise with counterparts in missions, NGOs, and national recruitment services regarding Agency vacancies and applications.
  • Provide updates to Programmes, Service Programmes’ heads, and Chiefs of Area Office on recruitment issues.
  • Oversee development of appropriate assessment tools in coordination with hiring offices.
  • Perform other duties as assigned by the supervisor.

Requirements

  • A university degree from accredited educational institution in human resources management, public or business administration or any other related field.
  • At least five years of progressively responsible relevant experience in human resources management, including two years in recruitment and succession planning at a supervisory level.
  • Experience living/residing in West Bank or Jerusalem is desirable, with possession of West Bank or Jerusalem ID preferred.
  • English language proficiency at UN Level II in reading, writing, listening, and speaking.
  • Arabic language proficiency at UN Level III in reading, writing, listening, and speaking.
  • Candidates must confirm current involvement in any outside activities including employment, consultancy, board membership, public speaking, teaching, voluntary work, political activity, fundraising, business ownership, or work for government/NGO/private company/charity/UNRWA partner/vendor.
  • Candidates must be authorized to work in the duty station at the time of application and reside within commuting distance of West Bank or Jerusalem.
