The Human Resources Officer (Services) manages HR services and activities for the assigned portfolio, supervises staff, oversees appointment records, leave, allowances, retirements, and separations, ensures compliance with Agency policies, manages Group Medical Insurance operations, and prepares HR reports. The role includes supervision, coaching, and technical training of staff and may relieve other HR Officers as needed.

Responsibilities

  • Manages the services and activities for the assigned portfolio, provides supervision, coaching, guidance and technical training to the staff assigned and allocates work as appropriate.
  • Supervises the various functions for the assigned portfolio including appointment records of new staff, temporary assistants, casual laborers, Limited Duration Contracts and Individual Service Providers (ISPs), all types of leaves, dependency and other allowances, staff retirements and separations, ensuring compliance with Agency’s rules, regulations, policies and directives.
  • Oversees operations of the Group Medical Insurance (GMI), as applicable.
  • Checks and signs, as authorized, Personnel Action Forms, other forms, documents and correspondence related to entitlements and/or movements and records; reviews and approves transactions on the Human Resources Management (HRM) system related to entitlements and/or movements and records including payroll elements, separation benefits, provident fund and GMI as applicable.
  • Manages the preparation of statistical and other HR reports related to the functions for the assigned portfolio.
  • Relieves the other HR Officer in the Human Resources Services Division during his/her absence.
  • Performs other duties as may be assigned by the supervisor.

Requirements

  • A university degree from an accredited educational institution in human resource management, business, or public administration.
  • Five years of relevant experience in human resource management in an international, governmental or commercial organization, including three years of experience at a supervisory level is required.
  • Excellent knowledge of the MS Office applications, Internet and office technology equipment is required.
  • Candidates must reside in West Bank or Jerusalem and have authorization to work in the duty station at the time of application.

  • Applicants must have English at UN Level II and Arabic at UN Level III for reading, writing, listening, and speaking.
  • Experience working in a unionized environment is desirable.
