The Human Resources Officer is responsible for managing the employment cycle for international personnel, ensuring timely and accurate processing of employment documents, payroll, and personnel data. The role involves client service throughout the employee lifecycle, compliance with staff regulations, and coordination with various departments and external agencies.

Responsibilities

  • Prepare, follow up, and distribute employment documents such as offers of appointment, contract extensions, salary increments, promotion letters, transfer letters, certificates of employment, testimonials, leave and separation letters, and other correspondence.
  • Contact clients at onboarding and prior to separation to verify information and address questions.
  • Ensure proper placement and maintenance of employment documents in Official Status File and digital SharePoint.
  • Assist Senior Human Resources Officer in administration of personnel entitlements ensuring compliance with Staff Regulations, Rules and Personnel Directives.
  • Manage payroll and ERP related matters for International Personnel Section, ensuring timely and accurate data entry and salary disbursement.
  • Prepare and distribute agency-wide international personnel data, statistics, and management information for audit, management, donor and other reporting requirements.
  • Monitor agency-wide ePERs completion rate and compliance for international staff and maintain accurate staff information in the ePER system.
  • Provide client services throughout the employee lifecycle coordinating with staff members, departments, finance, administrative services, and external agencies.
  • Monitor and administer attendance and leave records, update Annual Attendance Record Cards, serve as focal point for e-Leave and provide reports for year-end closure and leave balance liability reporting.
  • Act as backup for counterparts or other section staff as required and ensure handover and status report at end of assignment.
  • Perform other duties as assigned by supervisor.

Requirements

  • A university degree from an accredited educational institution in human resources management, public or business administration or a related field.
  • At least four years of progressively responsible relevant experience in personnel management, including experience in entitlements administration and servicing in a governmental, international or large commercial organization and client services.
  • Excellent command of spoken and written English is required.
  • Currently residing in Duty Station (Amman, Jordan) and within commuting distance with authorization to work in the duty station at the time of application.
  • Knowledge of UNRWA’s Staff Rules and Regulations is desirable.
  • Knowledge of ICSC/UN policies that govern the basis of UN salaries, allowances and benefits is desirable.
  • Familiarity with the Agency’s HRM system is desirable.
  • Ability to interpret policy into cost calculations and formulae is desirable.
  • SAP and Finance background is a plus.
  • Good understanding of the context of Palestine refugees and UNRWA operations is desirable.
