Camp and Community Services Officer

The Camp and Community Services Officer represents UNRWA at the camp level and surrounding community, liaising with local authorities and organizations to ensure effective service delivery. The role includes supervising sanitation and security staff, managing emergency preparedness, and supporting community relations and protection activities.

Responsibilities

• Represent the Agency at the camp level and liaise with local government authorities, community representatives, humanitarian organizations and NGOs.
• Support approved delegation visits including organizing and briefing donors, journalists and stakeholders.
• Organize and participate in meetings with Area Programme Officers and other key staff to discuss challenges and plan actions.
• Coordinate with local community representatives and NGOs to address issues and report to Chief Area Office (CAO).
• Act as Security and Safety focal point, identify and report risks and security incidents, ensure evacuation plans and safety equipment are in place.
• Monitor camp environment and report neutrality violations and protection issues affecting Palestine refugees.
• Plan, direct and manage activities of the Camp and Community Services Office, supervise sanitation laborers, foremen and guards.
• Contribute to planning and controlling administrative, finance, supply, transport, personnel and building maintenance at Area level.
• Communicate and disseminate information about UNRWA programming and initiatives to residents and beneficiaries.
• Act as Emergency Preparedness and Response focal point and manage related activities within the assigned camp and community area.
• Perform other duties as assigned by supervisor(s).

Requirements

• A university degree in business administration, law, development, human science or any related field.
• At least five years’ experience in humanitarian, community or social development, preferably with UN agencies or international NGOs.
• Proven understanding of humanitarian and political challenges facing Palestine refugees in the field of operations is required.
• Solid knowledge of camp conditions and refugee issues.
• Sound commitment to UNRWA’s Ethics and Values.
• Resident of the camp or neighboring area is desirable.
• English language proficiency at UN Level II in reading, writing, listening and speaking is required.
• Arabic language proficiency at UN Level III is desirable.
• Candidates must reside in West Bank or Jerusalem and have authorization to work at the duty station at the time of application.
• Applicants must provide a cover letter/motivational statement.
• Applicants must disclose current or past affiliations that could impact neutrality or independence in the performance of duties.
• Candidates must commit to UNRWA values including neutrality, impartiality and integrity.
• Background checks including academic credential verification, employment history, ClearCheck, INTERPOL, and certification of non-conviction will be conducted.
