Camp and Community Services Officer - Fixed Term - Camp #1 - For Internal Candidates Only- Grade 15

The Camp and Community Services Officer represents UNRWA at the camp level, liaising with local authorities and community representatives to ensure effective service delivery and security. The role involves supervising sanitation and security staff, coordinating with various UNRWA programmes, managing emergency preparedness, and addressing protection and neutrality issues affecting Palestine refugees.

Responsibilities

• Represent the Agency at the camp level and liaise with local government authorities, security forces, refugee community representatives, humanitarian organizations and NGOs to ensure continuity of services including solid waste collection.
• Support approved delegation visits to the camp and surrounding community area, organizing and briefing donors, journalists and other stakeholders, and act as interpreter if required.
• Organize and participate in meetings with Area Programme Officers and other key staff to discuss problems, challenges and plans of action.
• Coordinate with local community representatives and NGOs to address issues of mutual concern and report to the Chief Area Office (CAO).
• Act as Security and Safety focal point for the assigned camp and surrounding community area, reporting risks and incidents to CAO and Field Security and Risk Management staff.
• Ensure evacuation plans and safety equipment are in place and consult with community leaders on security incident responses.
• Monitor the camp environment and report neutrality violations and protection issues affecting Palestine refugees, supporting Protection and Neutrality teams.
• Plan, direct and manage activities of the Camp and Community Services Office, supervising sanitation laborers, foremen and guards.
• Contribute to planning, operating and controlling administrative, finance, supply, distribution, transport, personnel, and building maintenance at the Area level.
• Manage effective communication within the assigned camp and community area, working with UNRWA programmes and communications department to disseminate information.
• Act as Emergency Preparedness and Response focal point, managing emergency preparedness and response activities and contributing to plans and reports.
• Perform other duties as assigned by supervisors.

Requirements

• A university degree in business administration, law, development, human science or any related field.
• At least five years’ experience in humanitarian, community or social development, preferably with UN agencies or international NGOs.
• Proven understanding of humanitarian and political challenges facing Palestine refugees in the field of operations is required.
• Solid knowledge of camp conditions and refugee issues.
• Sound commitment to UNRWA’s Ethics and Values.
• Resident of the camp or neighboring area is desirable.
• English language proficiency at UN Level II in reading, writing, listening and speaking is required.
• Arabic language proficiency at UN Level III in reading, writing, listening and speaking is desirable.
• Indicate current involvement in any outside activities including employment, consultancy, board membership, public speaking, voluntary work, political activity, fundraising, or other relevant engagements.
• Applicants must reside in West Bank or Jerusalem and have authorization to work in the duty station at the time of application.
