The Support Services Manager (SSM) is responsible for providing efficient and integrated support services for the Sudan Programme, including operational leadership, procurement, financial management, human resources, administration, and knowledge management. The role supports sustainable development and project services in challenging environments, ensuring compliance with UNOPS rules and commitments to diversity, equity, and inclusion.

Responsibilities

  • Provide operational leadership, advisory and technical support to the Sudan Programme support services including Finance, HR, Procurement, HSSE, ICT, and Administration.
  • Monitor and supervise support teams to ensure achievement of results in compliance with UNOPS rules and standards.
  • Provide inputs and advice on project financing, risk assessment, and mitigation.
  • Collaborate in planning and coordinating programme support services including procurement, finance, HR, and administration.
  • Assist in setting goals, targets, and performance standards for projects and facilitate monitoring and evaluation tools.
  • Participate in UN forum discussions to support UNOPS positions including DEI, GESI, and PSEAH matters.
  • Ensure integration of DEI, GESI, and PSEAH commitments into programme strategies and operational planning.
  • Foster a respectful workplace culture with zero tolerance for discrimination and harassment.
  • Provide assistance in project budget preparation, revisions, and work planning.
  • Support contract negotiations and project engagement documents.
  • Monitor project financial projections and escalate critical issues.
  • Manage procurement and grant issuance processes ensuring equitable access and inclusive language.
  • Review contractual arrangements and legal commitments for appropriate action.
  • Manage finance activities ensuring compliance with UNOPS Financial Rules and Regulations.
  • Act as focal point for internal and external audit exercises.
  • Support human resource services including recruitment, salary administration, performance review, and training.
  • Ensure recruitment processes embed DEI considerations and track recruitment metrics.
  • Manage administrative services including asset management, security, travel, and ICT.
  • Maintain secure and reliable ICT infrastructure and disaster recovery plans.
  • Identify opportunities to leverage IT for business operations and knowledge management.
  • Contribute to best practice approaches and share lessons learned for corporate development.
  • Assist in planning and organizing strategic capacity building for project personnel and stakeholders.

Requirements

  • Master's degree in a relevant field is required.
  • Experience in operational leadership and advisory support in project environments.
  • Experience in procurement and grant management processes.
  • Experience in financial and compliance management according to UNOPS rules and regulations.
  • Experience in human resource management including recruitment, salary administration, performance review, and training.
  • Knowledge of UNOPS policies, standards, and commitments related to DEI, GESI, and PSEAH.
  • Ability to manage administrative services including ICT, asset management, and security.
  • Experience in knowledge management and capacity building.
  • Ability to foster a respectful workplace culture and uphold zero tolerance for discrimination and harassment.
  • Experience in monitoring and evaluation, auditing, and risk assessment.
  • Experience working in peacebuilding, humanitarian, or development projects is desirable.
  • Strong leadership and communication skills.
  • Ability to work in a multicultural and challenging environment.
