The Support Services Associate based in Bangkok, Thailand, provides end-to-end HR services, ICT, and administrative support for MMCO personnel. This role ensures efficient, client-oriented service delivery across administration, travel, HR, ICT, and finance, directly impacting operational efficiency and team wellbeing.

Responsibilities

  • Provide client-focused and practical end-to-end HR support and advice on all facets of HR including contract management, personnel onboarding, learning and development, talent management, performance management, compensation and benefits, HR systems in accordance with HR best practices and UNOPS HR policies and procedures.
  • Manage end-to-end talent acquisition ensuring effectiveness and timeliness in compliance with UNOPS Talent Acquisition policies and procedures.
  • Coordinate learning and development activities including training logistics, administering the Learning Management System (LMS), disseminating learning offerings and calendars, and tracking personnel completion rates.
  • Maintain and monitor HR systems, data, and files ensuring accuracy, up-to-date records, and secure safeguarding of personnel documentation.
  • Process contracts, payroll, and benefits workflows accurately and timely according to HR deadlines and procedures.
  • Escalate complex HR cases to the HR Manager and liaise with UNOPS HR focal points and groups for personnel administration, payroll, and policy advice and compliance.
  • Process and facilitate residency and work permits, driver licenses, UN IDs, and duty-free for eligible personnel in collaboration with the Protocol Unit.
  • Advise travelers on visa requirements and coordinate visa and travel permit documentation and cancellations.
  • Establish and maintain monitoring tools for protocol-related issues and report regularly to supervisor.
  • Coordinate general admin and ICT services for MMCO teams and personnel with relevant focal points.
  • Provide fast, friendly, and effective ICT user support including hardware and software troubleshooting, installation, and training.
  • Maintain inventory of all computer, audio/video communication equipment, and software ensuring compliance with asset management policies.
  • Support office management including tracking of MMCO personnel and common services reporting.
  • Assist in organizing meetings, conferences, visits, and processing mail and documentation.
  • Provide advice on support services entitlements and regulations and assist in facility and office lease management.
  • Provide logistical support to visiting missions and personnel and manage liaison with local authorities on privileges and immunities.
  • Assist in planning, expenditure tracking, and audit of financial resources in accordance with UNOPS rules and regulations.
  • Assist in cash management processes including accounting, reconciliation, and security of cash assets.
  • Review documentation for Operational Advance and Petty Cash requests and process Travel Expense Claims and other travel entitlements.
  • Support organization, facilitation, and delivery of training and learning initiatives on HR-related topics.
  • Contribute to knowledge networks and communities of practice by synthesizing lessons learnt and disseminating best practices.
  • Collect feedback and internal knowledge about processes and best practices and utilize productively.
  • Liaise with relevant MCO, HQ and UN system units to exchange information and follow up on pending issues.

Requirements

  • Completion of secondary school is required.
  • First University Degree preferably in Business Administration, Public Administration, or equivalent disciplines is desirable but not required.
  • A Bachelor’s Degree may substitute for 4 years of relevant experience and a Masters Degree may substitute for 6 years of relevant experience.
  • In the absence of a degree, administrative certification is desirable.
  • Minimum of six years of relevant experience in general HR, administrative, logistics, or operations support services in national or international public or corporate organizations.
  • Proficiency in computers and office software packages (MS Office and/or Google Suite) and experience in handling web-based management systems.
  • Experience in the UN system or international organizations is desirable.
  • Experience in the use of Enterprise Systems such as OneUNOPS is desirable.
  • Fluent proficiency in English is required.
  • Fluent proficiency in Thai is required.
