The Contract and Supply Chain Management Associate operates within the UNOPS Project Office in Tashkent, Uzbekistan, supporting healthcare infrastructure and service delivery initiatives. The role manages procurement, contract administration, and logistics to ensure efficient and compliant delivery of medical equipment and supplies, contributing to improved healthcare quality in Uzbekistan.

Responsibilities

  • Provide specialized and non-specialized transactional and strategic procurement support services, ensuring quality and optimal information flow.
  • Register vendors and create contracts and purchase orders in oneUNOPS system to obligate funds.
  • Support drafting and preparing Letters of Intent, Purchase Orders, Contracts, Long-term Agreements, and amendments.
  • Generate regular and ad-hoc statistical and status reports, including tables and charts.
  • Respond orally and in writing to queries from project personnel, clients, suppliers regarding procurement matters.
  • Undertake routine follow-up actions on procurement activities on behalf of the supervisor.
  • Maintain monitoring tool for contract management and logistics activities and keep it updated.
  • Support monitoring of shipments under assigned contracts and update stakeholders on order status.
  • Provide inputs into logistical plans for receipt, customs clearance, storage, distribution, and installation of goods.
  • Liaise and coordinate with suppliers, freight forwarders, and government offices for timely registration and customs clearance.
  • Ensure correctness of shipping documents in compliance with UNOPS and government requirements.
  • Support customs clearance and timely release of imported supplies, materials, and equipment.
  • Coordinate with customs clearance agents for safe and fast release and collection of goods from Customs terminal in Tashkent.
  • Monitor offloading process of arrived goods and prepare receiving and inspection reports.
  • Process entry and exit clearances for shipments arriving to Client/UNOPS warehouse or sent across Uzbekistan.
  • Ensure stored assets are securely kept, protected, well-organised, and properly accounted for.
  • Coordinate with suppliers and end-users for timely transportation, installation, and end-user training of equipment.
  • Receive, review, log, and route invoices and documentation for goods and services ensuring accuracy and timely payment submission.
  • Receive, review, log, and route incoming communication from suppliers, service providers, freight forwarders, government offices, beneficiaries, and end-users ensuring timely follow-up.
  • Collect feedback and internal knowledge about processes and best practices and utilize them productively.
  • Support organization and delivery of training and learning initiatives for personnel on supply chain management.

Requirements

  • A high school diploma or equivalent (secondary education).
  • A first University Degree (Bachelor’s Degree or equivalent) in Business Administration, Public Administration, Logistics, or equivalent disciplines.
  • Relevant certification in procurement and supply chain management (CIPS or similar).
  • A minimum of five (5) years of relevant experience in procurement and logistic support services in national or international public or corporate organisations based on the Secondary school (or equivalent) OR one (1) year based on Bachelor’s degree (or equivalent) in any discipline.
  • Proficiency in computers and office software packages and experience in handling web-based management systems.
  • Relevant experience working with the Uzbekistan Customs Authority (desired).
  • Some experience in a Customs Broker Company (desired).
  • Experience in the UN system organizations (desired).
  • Fluent English language proficiency (required).
  • Fluent Uzbek language proficiency (desirable).
  • Fluent Russian language proficiency (desirable).
