The Senior Programme Officer leads programme development, resource mobilization, and stakeholder coordination within the Peace and Security Cluster. This role ensures compliant, high-quality project delivery, advancing mine action strategies while fostering inclusive, safe environments. The position supports global security, humanitarian responses, and sustainable development goals.

Responsibilities

  • Coordinate development and articulation of Country Programme Strategy in line with UN and national strategies.
  • Support translation of strategy into implementation work plans with gender-age and disability-disaggregated indicators.
  • Coordinate resource mobilization including identification, design, and formulation of new activities and preparation of programme documents and budgets.
  • Analyze funding agreements and develop compliance plans and monitoring frameworks.
  • Review scopes of work for procurement and monitor implementing partner reports for compliance.
  • Track programme results against targets and prepare reports for internal and external stakeholders.
  • Establish and build relationships with UN, international organizations, donors, governments, and mine action stakeholders.
  • Participate in inter-agency coordination meetings and support UN common planning and programming processes.
  • Promote inclusive engagement with national authorities and communities ensuring meaningful consultation of at-risk groups.
  • Support development of communication strategies and dissemination of public information products.
  • Maintain programme records and implement standards and tools for programme management.
  • Identify and share best practices, lessons learned, and innovative approaches to improve programme performance.
  • Lead and motivate the programme team, ensuring effective planning, recruitment, and development of workforce.
  • Foster a safe and inclusive work environment and uphold standards of conduct including PSEAH obligations.
  • Act as Officer-in-Charge in absence of senior management.
  • Carry out other related duties as needed.

Requirements

  • Advanced University Degree (master's degree or equivalent) with 7 years of relevant experience; OR First Level University Degree with 10 years of relevant experience.
  • Experience in programme development, planning, coordination, and resource mobilization in peace and security or mine action contexts.
  • Knowledge of UN policies on mine action, gender equality, diversity, conflict sensitivity, sustainability, and environment.
  • Experience in managing funding agreements, compliance plans, and monitoring frameworks.
  • Ability to coordinate with multiple stakeholders including UN agencies, governments, donors, and implementing partners.
  • Strong leadership and people management skills, including recruitment, workforce planning, and fostering inclusive work environments.
  • Experience in knowledge management, document management, and innovation in programme delivery.
  • Excellent communication skills, including report writing, briefing preparation, and public information dissemination.
  • Commitment to diversity, equity and inclusion (DEI), gender equality and social inclusion (GESI), and prevention of sexual exploitation, abuse and harassment (PSEAH).
