See your match score & applyThe Programme Management Specialist supports the Senior Programme Manager in coordinating activities across the Fund, managing project portfolios, and ensuring effective implementation of strategies and policies. The role involves evaluation of proposals, monitoring project implementation, supporting capacity building of implementing partners, and contributing to knowledge sharing and risk management within the Integrated Response for Resilience (IRR) programme in the Asia Pacific region.
Responsibilities
- Coordinate activities across the Fund, supporting action tracking, KPI reporting, and donor requests.
- Develop and maintain portfolio management dashboards and analysis covering project delivery, partner performance, financial implementation, risks and management actions.
- Support management of activities across the portfolio of projects including strategy, policies, work planning, SOPs, briefings, and working papers.
- Manage events, meetings, consultants and technical experts as needed.
- Ensure coordination between Fund Management Office and Programme Management Office to support grant implementation, partner monitoring, financial oversight and issue resolution.
- Provide liaison between Fund Management Office and Support Services Unit including finance, HR, procurement, transport, security.
- Evaluate proposals assessing strategic and technical relevance, feasibility, value for money, partner capacity and risks.
- Review implementing partner work plans, budgets, reports to assess delivery and performance, identify risks and recommend corrective actions.
- Conduct routine monitoring of project implementation including field visits, assessing results, impact and budget performance.
- Provide feedback to implementing partners and beneficiaries, contribute to monitoring, evaluation and learning.
- Contribute to reporting, work plans and briefing materials including data analysis and visual aids.
- Maintain engagement with stakeholders including civil society and partners to promote coordination and exchange of good practices.
- Support implementing partners through coordination, capacity building and institutional assessment to strengthen structures and service delivery.
- Provide support in design and implementation of systems, tools and controls enhancing partner effectiveness, accountability and compliance.
- Facilitate collaboration between implementing partners and local institutions to promote ownership and sustainability.
- Ensure IRR strategic priorities such as conflict sensitivity, gender, localization and risk management are reflected in partner interventions.
- Monitor portfolio and project financial performance, identify risks and recommend management measures.
- Support risk management including use of OneUNOPS systems and coordination with Fund Board.
- Coordinate implementation of Fund Board and donor review recommendations.
- Support implementation of P3M3 and lead work packages or adjustments as needed.
- Identify training needs and facilitate capacity development for IRR staff.
- Support institutional development of implementing partners by enabling access to project management tools and strengthening governance systems.
- Contribute to knowledge sharing and dissemination of lessons learned.
- Support risk-based oversight of implementing partners including due diligence, audit findings and follow-up.
Requirements
- An advanced university degree (Master’s or equivalent) in rural development, economics, social sciences, development studies, public administration, management, or other related fields is required. OR A first-level university degree (Bachelor’s) in combination with an additional two years of relevant experience may be accepted in lieu of the advanced degree.
- Certification in project management such as PRINCE2®, PMP, or equivalent is considered a strong asset.
- Additional training or certifications in organizational development, institutional capacity strengthening or grants management is desirable.
- A minimum of 5 years of progressive experience in project or programme management, with demonstrated success in implementation and/or oversight of complex initiatives.
- Proven experience working with implementing partners (IPs), including support to capacity building, coordination, and institutional/system strengthening (e.g., finance, HR, procurement, M&E).
- Ability to assess organizational capacity and support the development of tailored action plans, tools or systems that enhance IPs’ effectiveness, accountability and sustainability.
- Experience in grants management, donor coordination or multi-donor fund environments is desirable.
- Knowledge of UNOPS project management tools, financial and procurement rules and regulations, and financial management systems is an asset.
- Strong experience in data analysis, management reporting and project information systems is desirable.
- Previous experience in complex programme environments, preferably with a regional or multi-country scope is desirable.
- Prior experience working in Asia or with localized implementation models is desirable.
- Fluent English language proficiency is required.
- Fluent Burmese language proficiency is desirable.
