The Programme Management Officer - Grants will lead the execution of programmatic tasks and activities under the grants pillar of the Vriddhi programme, supporting partner agencies in promoting justice, social cohesion, and integration of conflict displaced persons in Sri Lanka. The role involves managing grants processes, financial monitoring, and supporting project reporting and evaluation.

Responsibilities

  • Provide operational support in relation to all grants management processes including call requirements, launching calls for applications/proposals, evaluation of bids, and selection from UNOPS side.
  • Monitor and evaluate grantees' performance and support review of grantees narrative reports.
  • Support preparation of narrative reports related to the small grant component.
  • Provide support during review of grants budget and financial reports.
  • Support financial monitoring of the project, identification of operational and financial problems, and development of solutions.
  • Support budget reallocation requests and analysis of financial reports.
  • Assist in planning, budgeting and monitoring of the project, tracking the use of financial resources.
  • Coordinate audit reports and Grantee’s Financial Capacity Assessments (Due Diligences).
  • Assist in the active assessment of portfolio performance and quality assurance processes.
  • Develop and maintain the M&E framework and tools including field monitoring checklists and reporting templates for small grants.
  • Ensure monthly, midterm and end term progress reviews of small grants and contribute to reports to UNOPS and donors.
  • Compile results of small grants for quarterly and annual reports, project dashboards, websites, and communications.
  • Ensure regular updates to the Grant Management System reflecting management status and results of small grants.
  • Work collaboratively with team members and support the Project Manager in responding to queries and drafting inputs such as talking points, slide decks, and blog entries.
  • Identify risks, lessons learned and issues.

Requirements

  • A Bachelor's Degree preferably in Business Administration, Project Management, Economics, Social Science, Development Studies, Finance, or any other related fields is required.
  • An advanced university degree (Master’s degree or equivalent) preferably in Business Administration, Project Management, Economics, Social Science, Development Studies, Finance, or any other related fields is an added advantage.
  • At least two (2) years of experience in project support, operations support, and grant management.
  • Experience working with civil society is desirable.
  • Experience working in the development and humanitarian sector/working with UN, Donors, NGOs is desirable.
  • Demonstrated experience in conducting financial and budget analysis is desirable.
  • Experience in project support functions (finance, human resources, procurement & logistics) is desirable.
  • Experience with internet navigation and office applications (Google Workspace) is desirable.
  • Fluent English is required.
  • Fluent Tamil is desirable.
  • Fluent Sinhala is desirable.
