Programme Management & Infrastructure Advisor

The Programme Management & Infrastructure Advisor provides strategic leadership and technical oversight across WAMCO’s infrastructure portfolio in West Africa. The role ensures quality, performance, risk management, and sustainable project delivery aligned with UNOPS standards and governance frameworks.

Responsibilities

• Provide strategic leadership and advisory support for governance, performance, and risk management across the infrastructure portfolio.
• Lead development and management of strategies and action plans for infrastructure project delivery.
• Ensure consistent application of UNOPS governance, risk, and performance standards.
• Act as Project Executive over infrastructure portfolio when requested.
• Advise on portfolio monitoring systems and predictive indicators for risk and performance management.
• Lead initiatives to improve processes, operational efficiency, and management controls.
• Provide technical advice for project acceptance and assume interim project management roles as needed.
• Provide strategic technical advisory and coordination support across the project lifecycle.
• Advise on planning, coordination, and monitoring of construction and rehabilitation activities.
• Oversee Quality, Health, Safety, and Environmental plans ensuring alignment with policies and standards.
• Prepare portfolio-level reports summarizing progress, quality, and risks.
• Advise on feasibility studies, needs assessments, and supervision of external consultants.
• Provide technical oversight for tender dossiers and design management.
• Support procurement and bid evaluation with technical input.
• Provide strategic oversight and assurance for construction activities ensuring compliance with scope, quality, cost, and schedule.
• Monitor compliance with technical specifications and contractual requirements.
• Conduct spot checks and high-level reviews of construction progress and quality assurance.
• Support preparation and review of project and contract documentation.
• Provide oversight and advisory support for monitoring, evaluation, and reporting of infrastructure projects.
• Support integration of results frameworks and performance management systems.
• Analyze trends to identify systemic issues and opportunities for improvement.
• Provide strategic oversight for quality assurance and risk management across projects.
• Coordinate quality and risk reviews of project documents and deliverables.
• Promote a culture of proactive risk management and continuous improvement.
• Lead knowledge management and innovation initiatives to foster learning and capacity building.
• Engage with project management community to share lessons learned and best practices.
• Provide feedback to improve UNOPS frameworks, standards, and processes.
• Lead and motivate a team of Infrastructure Programme Management Officers ensuring performance management and compliance with safety and security standards.
• Promote a culture of respect and zero tolerance for discrimination and abuse.

Requirements

• Experience at senior level in infrastructure project management and advisory roles.
• Proven ability to provide strategic leadership and technical oversight for infrastructure portfolios.
• Experience in portfolio, programme and project delivery and performance management.
• Ability to develop and manage strategies and action plans for infrastructure projects.
• Experience in quality assurance, risk management, and compliance with international standards.
• Ability to lead and motivate a team of Infrastructure Programme Management Officers.
• Experience in construction oversight and assurance, including quality, quantity, and schedule controls.
• Knowledge of project monitoring, evaluation, and reporting systems.
• Ability to foster knowledge sharing, mentoring, and capacity-building initiatives.
• Experience in stakeholder engagement and partnership development.
• Skills in AutoCAD, Construction Management, Engineering Design, Engineering Management, Microsoft Project, Operational Excellence, Portfolio Management, Quality Management.
