The Pacific Region Policy Adviser will provide technical assistance and lead and coordinate the delivery of PDD Secretariat responsibilities under the Pacific Climate Mobility Partnerships Programme 2026-2029 and serve as the PDD focal point on disaster displacement for governments and other stakeholders in the Pacific region. The role involves strategic technical guidance, facilitation of regional policy framework implementation, and coordination with partners including IOM.

Responsibilities

  • Represent the PDD Secretariat in the Pacific region and ensure wide dissemination of the Nansen Initiative Protection Agenda and PDD Strategy 2024-2030.
  • Provide technical support and advice to the Government of Fiji on disaster displacement related issues.
  • Provide strategic technical guidance and facilitate the delivery of the Implementation Plan of the Pacific Regional Framework on Climate Mobility (PRFCM), particularly Priority Action 3 on peer-to-peer exchange on planned relocation.
  • Guide and lead PDD responsibilities in the Pacific Climate Mobility Partnerships Programme in close coordination with IOM.
  • Establish and implement a peer-to-peer exchange programme on planned relocation in the Pacific.
  • Develop a capacity building programme on planned relocation centered on implementation.
  • Facilitate annual/biannual Regional Climate Mobility Dialogue to capture best practices and experiences on climate mobility, including peer-to-peer exchange and updating relevant guidance and tools.
  • Support coordination work of the Pacific Resilience Partnership Technical Working Group on Human Mobility and Priority Action Committees.
  • Provide technical input in global advocacy initiatives under UNFCCC and the Global Compact for Migration.
  • Serve as a thematic expert responding to high-priority requests and cross-cutting initiatives including climate change, disaster displacement, migration, disaster risk reduction, and human rights.

Requirements

  • An advanced degree (e.g. Master) preferably in International Development, Environment Studies, International Law, International Relations or Political Science or related fields from an accredited academic institution is required.
  • A first-level university degree (e.g. Bachelor) in the above fields with two additional years of relevant professional work experience may be considered in lieu of an advanced degree.
  • At least 7 years of relevant professional experience in international development, climate change, disaster displacement, migration, or related fields is required.
  • Experience working with Pacific Island countries and regional organizations is highly desirable.
  • Proven experience in policy development, programme implementation, and stakeholder engagement in the context of climate mobility and disaster displacement.
  • Demonstrated ability to provide strategic technical guidance and facilitate multi-stakeholder dialogues and peer-to-peer exchanges.
  • Strong knowledge of regional and international frameworks related to climate change, disaster displacement, migration, and human rights.
  • Excellent communication, reporting, and technical writing skills.
  • Ability to work collaboratively with diverse partners including governments, UN agencies, and civil society.
  • Experience in capacity building and event management is an asset.
