See your match score & applyThe Monitoring and Evaluation Analyst (Database) is responsible for designing, constructing, and maintaining an effective database system to ensure accuracy and security of program data for the Community Resilience Project in Myanmar. The role supports evidence-based decision-making by consolidating reports, creating data visualizations, and performing complex data analysis to maximize program impact and adaptive capacity.
Responsibilities
- Architect and implement a robust database infrastructure tailored to programmatic requirements, ensuring comprehensive coverage of geographical footprint and spatial mapping of project activities.
- Real-time tracking of infrastructure and livelihood initiatives, beneficiary demographics, indicator performance, quality control measures, and continuous monitoring outputs.
- Formulate versatile data acquisition tools, entry protocols, and reporting frameworks aligned with project objectives and donor specifications.
- Synthesize information from all implementing partners to guarantee data integrity, precision, and uniformity.
- Oversee database administration, including performance optimization, technical troubleshooting, and the maintenance of longitudinal progress datasets.
- Generate advanced data visualizations to illustrate program impact, comparing targets against actual reach across variables such as location, partner, age, and gender.
- Uphold rigorous data security and confidentiality protocols at all times.
- Utilize the relevant platform and tools for sophisticated data warehousing and visualization tasks.
- Verify data and information through periodic reports from field community liaisons, the project management unit, and respective implementing partners.
- Synthesize field visit findings and consolidate implementation data across the subproject cycle and results framework indicators to fulfill donor requirements and support organizational decision-making.
- Report on achievements against project indicators and donor mandates by generating real-time, quarterly, and annual reports from validated M&E datasets.
- Provide analyzed and consolidated datasets to the senior M&E Specialist to facilitate program oversight.
- Perform detailed data analysis to verify program reach and support M&E Specialists with targeted analysis based on specific program requirements.
- Extract insights from project databases to guide current operations, future programming, and necessary program adaptations.
- Communicate meaningful interpretations and key insights derived from data analysis with the broader project team.
- Collaborate with M & E Specialists to maintain and adapt database systems in alignment with evolving program approaches and data management needs.
- Develop data reports and interactive dashboards for real-time, weekly, monthly, and annual tracking, as well as ad hoc requests.
- Validate specific project details from Implementing Partners, including geographical locations, village information, etc.
- Conduct database management and data analysis training sessions for M&E staff within partner organizations when required.
- Ensure reporting quality and timeliness by providing technical support and conducting Routine Data Quality Assessments for IPs and Sub-IPs.
- Contribute to baseline, midterm, and end-line surveys through planning, quality assurance, data validation, and analysis.
- Build the project knowledge management repository by documenting lessons learned from partner reports and coordination meetings to drive adaptive implementation.
Requirements
- Bachelor’s degree (or equivalent) preferably in data science, data analytics, statistics or other relevant field with 2 years of relevant experience OR Master’s degree (or equivalent) preferably in data science, data analytics, statistics or other relevant field with 1 year of relevant experience is required.
- Experience in research, data analytics, programming or related areas.
- Experience in analyzing data and producing reports.
- Extensive experience in data processing tools such as Microsoft Excel, BigQuery, Google Data Studio, and Power Query, including the design of database structures, development of interfaces for data entry in Google Workspace, ensuring data quality and security, managing records, and generating customized reports.
- Demonstrated experience in Geo Mapping, GIS, KoBo, SPSS/STATA, and R Studio is desired.
- Experience in training project personnel in the use of database management and different software applications is desired.
- Experience in writing and maintaining database design documentation and operating manuals is an asset.
- Fluent in English.
- Fluent in Burmese.
