Mechanical Engineer

The Mechanical Engineer leads the construction phase of infrastructure projects in mechanical engineering, ensuring quality, budget, and schedule compliance. The role involves supervising construction and contract implementation for hospital projects, coordinating with contractors and supervisors, and promoting resilient, safe, and sustainable construction aligned with UNOPS standards.

Responsibilities

• Supervise and manage daily construction and supervision activities in the mechanical engineering specialty to ensure compliance with project specifications, approved plans, and contractual obligations.
• Monitor project progress and contractor and supervision performance to ensure timely, cost-effective, and high-quality delivery.
• Identify and report potential delays, risks, and cost overruns; recommend and implement approved corrective actions.
• Supervise construction works and supervisory company activities in the specialty area according to contractual provisions, verifying consistency with Bills of Quantities and approved schedules.
• Review and evaluate contractor payment claims, variation orders, and extension requests for accuracy and compliance.
• Maintain proper project documentation including progress reports, work records, and meeting minutes.
• Represent UNOPS in construction meetings, coordination forums, and stakeholder consultations as delegated.
• Ensure effective communication and coordination with contractors, suppliers, and stakeholders to address technical and operational issues promptly.
• Enforce UNOPS quality standards and project-specific quality assurance plans.
• Conduct periodic inspections and tests of materials, equipment, and works to ensure conformity with design specifications and quality criteria.
• Review and verify contractor quality control procedures, inspection reports, and material certifications.
• Prepare and follow up on quality control documentation including checklists, test records, and non-conformance reports.
• Provide technical guidance to contractors and field staff to ensure continuous quality improvement and specification compliance.
• Contribute to the implementation of UNOPS HSSE management systems on site, ensuring compliance with organizational and local regulations.
• Support periodic safety inspections, safety talks, and risk assessments to identify and mitigate hazards.
• Promote environmental sustainability and integrate green construction practices in all project activities.
• Ensure contractor personnel receive adequate training and supervision in occupational safety, environmental management, and emergency preparedness.
• Monitor and report incidents, near misses, and corrective actions, maintaining a culture of accountability and prevention.
• Track project progress in the specialty area against work plans, milestones, and performance targets, providing accurate updates to stakeholders.
• Prepare detailed weekly and monthly reports covering progress, quality, health and safety, environment, and finance.
• Support preparation of Interim Payment Certificates, contract closure documentation, and project completion reports.
• Maintain comprehensive work records including field diaries, inspection reports, correspondence, and photographic evidence.
• Participate in project review meetings ensuring timely follow-up of actions and decisions.
• Support organization, facilitation, and delivery of training and learning sessions in project and construction management.
• Participate in knowledge exchange initiatives and Communities of Practice, contributing ideas and lessons learned.
• Conduct research on infrastructure and project management topics and contribute to reports, briefs, and information notes.

Requirements

• Bachelor's degree (or equivalent) in Mechanical Engineering, Electromechanical Engineering, or Industrial Facilities Engineering with 2 years of relevant experience.
• Master's degree (or equivalent) in any of the above fields is valued.
• National or international professional certification in Engineering, Project Management, or Construction Management is desirable.
• Professional certification in specialized mechanical systems for hospital infrastructure is desirable.
• Minimum 2 years of relevant experience in construction, supervision, or project management of vertical infrastructure in mechanical engineering.
• Experience in project documentation, report writing, and technical communication.
• Competence in collaboration and productivity tools (e.g., MS Office, G-Suite, AutoCAD, Revit, BIM) and web-based management systems.
• Experience in design, construction, and supervision of hospital infrastructure installations is desirable.
• Experience in project management using BIM and Construction Management tools is desirable.
• Experience in design, supervision, construction, and/or maintenance of hospital infrastructure is desirable.
• Experience working in multicultural environments or UN system organizations in developing countries is desirable.
• Experience in development or humanitarian contexts is desirable.
• Basic proficiency in English is required.
• Fluent proficiency in Spanish is required.
